Job Overview: The Human Rights Officer position is crucial for supporting the promotion and protection of human rights in Southern Africa. The incumbent will work closely with various stakeholders to mainstream human rights in development initiatives and provide thematic expertise. This role involves designing and implementing programs, conducting training, and advocating for human rights. The officer will also monitor compliance with international human rights laws and humanitarian standards, analyze data for early warning and accountability, and draft reports to inform policy and decision-making. The position requires a proactive approach to integrating human rights perspectives into peace, humanitarian, and development planning, ensuring that the principles of equality and accountability are upheld.
Duties and Responsibilities: The Human Rights Officer will be responsible for a wide range of duties, including: conducting substantive monitoring of human rights implementation and following up on recommendations from human rights mechanisms; collecting and analyzing evidence-based information on various rights; drafting and disseminating human rights reports and briefings; providing advisory support to strengthen national and regional human rights systems; designing and delivering capacity-building programs for various stakeholders; contributing to human rights mainstreaming efforts; engaging in partnership-building activities; and delivering training programs to enhance the capacity of UN staff and partners.
Required Qualifications: Candidates must possess critical thinking skills and a strong knowledge of international human rights law, norms, and standards. The ability to build and maintain partnerships is essential, along with skills in designing and evaluating capacity-building programs. Programme management skills are also desirable. The candidate should demonstrate professionalism, teamwork, and effective planning and organizing abilities.
Educational Background: An advanced university degree (Master’s degree or equivalent) in human rights, law, political science, international relations, social sciences, economics, public policy, sustainable development, or humanitarian affairs is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of 5 years of progressively responsible experience in human rights or related fields is required. Relevant experience may include political affairs, public affairs, international relations, law, social sciences, economics, development, or humanitarian affairs. Candidates should have a proven track record in critical thinking and knowledge of international human rights law.
Languages: English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is desirable, with a minimum proficiency level of UN Level I in all language skills. The ability to communicate effectively in both languages will enhance the candidate's ability to perform in this role.
