Job Overview: The position of Consultant for the Military Ombudsman of Ukraine involves providing expert advice and support to the newly established Office of the Military Ombudsman. The consultant will focus on matters concerning the rights and social guarantees of families of missing in action (MIA) and prisoners of war (POW) military personnel. This role is crucial in developing procedures and normative acts that enhance the protection of these families. The consultant will work closely with the Military Ombudsman and will be expected to engage with families, military units, and other stakeholders to ensure effective communication and support. The assignment is a short-term consultancy lasting approximately six months, with the flexibility to work from home and travel as necessary.
Duties and Responsibilities: The consultant will be responsible for advising the Military Ombudsman on issues related to families of MIA and POW military personnel. Key duties include consulting with families, developing inputs for normative acts regarding social protection, creating standard operating procedures for the Office, organizing meetings between families and military units, drafting responses to claims from families, and delivering training sessions for military units on the processes related to MIA and POW personnel. The consultant will also be expected to participate in meetings and conferences, travel to military units for training and monitoring purposes, and ensure that the rights of military personnel are upheld.
Required Qualifications: Candidates must possess a first-level university degree in Law or Public Policy. They should have a minimum of five years of experience in law consulting, litigation, or lawmaking, with at least two years specifically in military rights protection. Experience in the protection of rights for prisoners of war and families of missing military personnel is highly desirable. Candidates should demonstrate strong communication skills in both Ukrainian and English, with a commitment to gender awareness and sensitivity. The ability to work with diverse cultural and religious backgrounds while maintaining impartiality is essential.
Educational Background: A bachelor's degree in Law or Public Policy is required for this position. This educational background provides the necessary foundation for understanding legal frameworks and public policy issues relevant to the role.
