Job Overview:
The Head of Investigation will play a pivotal role in leading and overseeing the investigation function within the Division of Internal Oversight Services (IOS) at UNESCO. This position requires a seasoned professional who can conduct serious and complex investigations, ensuring that allegations of misconduct are thoroughly examined and addressed. The incumbent will provide authoritative expertise in fraud risk management and will be responsible for developing investigation plans, deciding on methodologies, and ensuring that investigations are conducted in accordance with established standards. The role also involves advising management on fraud prevention measures and coordinating with various sectors to assess and monitor fraud risks within the organization. The Head of Investigation will be instrumental in promoting fraud awareness and ensuring that the IOS is recognized as the central mechanism for reporting fraud and corruption.

Duties and Responsibilities:
The incumbent will lead and direct the investigative activities of the IOS by developing investigation plans, conducting complex investigations, and ensuring that all investigative processes adhere to UNESCO's Staff Rules and Regulations. Responsibilities include screening allegations of misconduct, determining the appropriate next steps, and maintaining accurate records of all allegations. The Head of Investigation will also draft policy revisions, advise management on fraud prevention, and coordinate with various sectors to identify and assess fraud risks. Additionally, the role involves managing the staff and budget of the section, ensuring timely delivery of work products, and mobilizing resources for investigative activities. The incumbent will also be responsible for promoting fraud awareness through training and briefings, and for maintaining effective working relationships with internal and external partners.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in Investigations, Law, Management, Auditing, Risk Management, or a related field. A professional qualification or membership from a recognized investigation association, such as the CFE, is also required. The ideal candidate will have a minimum of ten years of progressively responsible experience in investigation or a related area, with at least five years at the international level. Experience in leading an investigation function is essential, along with relevant investigative experience in areas such as fraud, corruption, and harassment.

Educational Background:
An advanced university degree (Master’s or equivalent) in a relevant field is mandatory. Candidates with a Law Degree are particularly encouraged to apply, as this will enhance their understanding of legal principles applicable to investigative activities.

Experience:
The position requires a minimum of ten years of relevant professional experience, with a strong emphasis on investigative work. Candidates should have at least three years of experience in a leadership role within an investigation function, demonstrating their ability to manage complex investigations and lead teams effectively. Experience in international organizations is highly desirable.

Languages:
Excellent knowledge of English or French is mandatory, with very good knowledge of the other language. Knowledge of additional UNESCO official languages such as Arabic, Chinese, Russian, or Spanish is considered an asset.

Additional Notes:
This is a fixed-term position with a duration of two years, renewable based on performance and organizational needs. The role is full-time and open to both internal and external candidates. The approximate annual starting salary for this position is 161,659 EUR, along with benefits such as 30 days of annual leave, family allowance, medical insurance, and a pension plan.
