The IRC’s Global Surge Team (GST) consists of highly qualified humanitarian professionals who are deployed on short notice to support the IRC's mission in both emergency and non-emergency contexts. This team provides specialist support for short-term deployments, which can last up to three months, and offers flexible, occasional employment opportunities based on demand.

Job Overview:
The director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director for Programs, Global Surge (DDP) plays a crucial role in providing leadership, decision-making, and coordination on programmatic issues within the IRC. This position involves developing quality proposals and overseeing the effective implementation of IRC’s programs. The DDP is expected to motivate and lead a diverse team while effectively managing programs, partnerships, and budgets. Reporting to the Country Director (CD), the DDP is an integral member of the Country Management Team and directly supervises Technical Coordinators, the Senior Program Coordinator for protection sectors, and the Senior Coordinator for Grants & Accountability. The role requires close collaboration with the Deputy Regional Director and other regional support team members, as well as Technical Advisors who assist the country program. The DDP is responsible for ensuring that programming aligns with the IRC Strategy Action Plan (SAP) and that all program development and fundraising efforts are executed in compliance with regulations and organizational priorities.

Duties and Responsibilities:
The DDP's major responsibilities include leading the development and implementation of the IRC Strategy Action Plan (SAP) in collaboration with the CD, ensuring that programming aligns with SAP priorities. The DDP will actively design and implement the Country Business Development Plan, incorporating donor mapping and communication strategies. They will support the Grants lead and MEAL lead in developing high-quality, needs-based project proposals and ensure adherence to internal schedules for concept notes, proposals, and donor reports. The DDP will chair data-driven project cycle meetings, monitor spending, and coordinate corrective measures to ensure projects are completed on time and within target. They will also oversee the development and revision of detailed Procurement Plans and Staffing Plans in cooperation with Field Management Teams and Operations functions. The DDP is responsible for providing accurate advice on program implementation developments and opportunities, supporting the MEAL lead in delivering on MEAL strategy priorities, and ensuring timely and high-quality reporting from program teams. Regular field visits and review sessions will be conducted to monitor program delivery, and the DDP will be responsible for emergency preparedness alongside other functional leads.

Required Qualifications:
Candidates should possess excellent leadership, people management, interpersonal, and negotiation skills, with a demonstrated ability to develop collaborative teams in a multi-ethnic context that requires cultural sensitivity. The ideal candidate will have the ability to think strategically, prioritize, and meet goals in a timely manner while navigating a complex environment. A graduate degree in International Development, International Relations, Business Management, Administrative Science, or a related field is required. Additionally, candidates should have a strong professional track record with 5-6 years of overseas experience in a conflict or post-conflict environment, specifically with program leadership responsibilities. Experience in program design, MEAL, and project cycle management, as well as developing and monitoring budgets and work plans, is essential. Coordination, networking, and relationship-building skills with key partners, including government, donors, INGOs, national and local organizations, and UN agencies, are also required.

Educational Background:
A graduate degree in fields such as International Development, International Relations, Business Management, Administrative Science, or equivalent is necessary for this position. This educational background provides the foundational knowledge and skills required to effectively manage programs and lead teams in complex humanitarian contexts.

Experience:
Candidates should have a minimum of 5-6 years of overseas experience in a conflict or post-conflict environment, with specific responsibilities in program leadership. This experience should include demonstrated success in program design, monitoring, evaluation, accountability, and learning (MEAL), as well as project cycle management. Familiarity with developing and managing budgets, work plans, and other program management tools is also essential.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. A working knowledge of French, Spanish, and/or Arabic is strongly preferred, as these languages can enhance communication and collaboration in diverse humanitarian settings.

Additional Notes:
This position is represented by the OPEIU union and is subject to the terms and conditions of a collective bargaining agreement. The compensation for this role ranges from $22.75 to $24.20 per hour, with variations based on factors such as the labor market, job type, internal equity, and budget.
