Job Overview:
The consultant will play a crucial role in ensuring the efficient technical maintenance and upgrades of the ASYCUDA systems in the Central Asia region. This position is home-based, allowing for flexibility while contributing to significant projects that enhance trade facilitation through technology. The consultant will work under the supervision of the UNCTAD ASYCUDA Regional Coordinator for Eastern Europe and Central Asia, focusing on ICT and database maintenance, server and network operations, and supporting national teams in hardware and software installations. The role requires a proactive approach to problem-solving and the ability to generate operational reports as needed by beneficiaries.

Duties and Responsibilities:
The incumbent will undertake a variety of duties including: maintaining and operating servers, networks, and other critical infrastructure related to ASYCUDA systems in transition economies; supporting local national teams with hardware installations and software development; implementing integrations with technical control equipment; generating operational and statistical reports upon request; logging, tracking, and resolving technical problems in a timely manner; ensuring project milestones and deliverables are achieved within scope and time; and providing advanced technical training to national technical teams to align with project objectives.

Required Qualifications:
A first university degree (Bachelor's) in information technology, computer science, engineering, mathematics, or a related area is required. Additionally, at least 7 years of progressively responsible work experience in the ICT sector is necessary. The candidate should have experience in the design, development, testing, and piloting of complex ICT applications. Experience in providing IT services to government organizations related to import-export operations or working in the public sector is desirable, as is experience dealing with international ICT projects.

Educational Background:
Candidates must possess a Bachelor's degree in a relevant field such as information technology, computer science, engineering, or mathematics. This educational background is essential to ensure the consultant has the foundational knowledge necessary to perform the technical duties required by the position.

Experience:
The position requires a minimum of 7 years of progressively responsible work experience in the ICT sector. This experience should include significant involvement in the design, development, testing, and piloting of complex ICT applications. Experience in providing IT services to government organizations, particularly in relation to import-export operations, is highly desirable, as is experience with international ICT projects.

Languages:
Fluency in spoken and written English is mandatory for this position. Knowledge of Russian is considered desirable, which would enhance communication and collaboration with local teams and stakeholders in the Central Asia region.
