Job Overview: The Programme Support Manager will be seconded full-time to the Justice Centre for Legal Aid (JCLA) in Amman, Jordan. This role is pivotal in enhancing program quality and accountability by improving the management of JCLA’s grants and MEAL (Monitoring, Evaluation, Accountability, and Learning) functions. The manager will lead the fundraising strategy, ensuring compliance with donor regulations and internal policies, while also developing high-quality proposals and reports. The position requires a strategic mindset to strengthen institutional systems related to grants management and MEAL, ultimately driving meaningful impact in humanitarian settings. The ideal candidate will have a strong understanding of the Jordanian context and the dynamics of the humanitarian sector, particularly in relation to local and national civil society organizations (CSOs).
Duties and Responsibilities: The Programme Support Manager will be responsible for several key areas:
Grant Management and Compliance: Ensure adherence to NRC and JCLA policies, donor regulations, and grant agreements while enhancing internal grant management systems.
Fundraising and Business Development: Collaborate with JCLA’s director" style="border-bottom: 1px dotted #007bff !important;">Executive Director to develop and implement fundraising strategies, prepare high-quality concept notes, proposals, budgets, and funding applications.
MEAL: Provide technical oversight for MEAL systems, including data analysis and learning processes to support strategic decision-making.
Project Cycle Management: Lead and strengthen Project Cycle Management processes, including staff training and technical guidance.
Management and Coordination: Support staff performance and development, coordinate with NRC and external stakeholders, and represent JCLA with partners and donors as needed.
Required Qualifications: Candidates must possess a minimum of five years of relevant experience in a humanitarian or recovery context, with a strong understanding of the Jordanian context and NGO operations. Proven experience in donor relations and grants management is essential, along with skills in report and proposal development. Candidates should demonstrate experience in monitoring and evaluation, including qualitative and quantitative data analysis. Strong organizational, interpersonal, and team management skills are required, as well as the ability to work under pressure and meet deadlines. Excellent written and oral communication skills in both English and Arabic are mandatory, along with proficiency in Microsoft Word and Excel.
Educational Background: A relevant degree in a field related to humanitarian work, international development, or a similar discipline is required. Advanced degrees or certifications in project management, monitoring and evaluation, or related areas would be advantageous.
Experience: The position requires at least five years of demonstrated experience in a similar role within a humanitarian or recovery context. Experience working with displaced populations and knowledge of the dynamics of the humanitarian sector are critical. Candidates should have a proven track record in managing donor relations and grants, as well as experience in monitoring and evaluation processes.
Languages: Fluency in English and Arabic is mandatory. Additional languages may be considered an asset but are not required.
Additional Notes: This is a full-time position based in Amman, Jordan, with a fixed-term contract of 12 months, renewable based on performance and funding availability.
