Job Overview: The Surveillance Expert (ARTAS) position is crucial within the Network Management Directorate, specifically in the Integrated CNS Unit. The selected candidate will provide technical expertise and guidance on Communication, Navigation, and Surveillance (CNS) activities, with a particular emphasis on the Air Traffic Management Surveillance Tracker and Server (ARTAS). This role involves overseeing software development activities, collaborating with external suppliers and stakeholders, and contributing to the evolution of the ARTAS system to meet user and contractual requirements. The expert will also engage in prototyping activities, operational support, and stay updated on technological advancements to enhance organizational knowledge. The position requires a proactive approach to problem-solving and a commitment to continuous improvement in air traffic management systems.
Duties and Responsibilities: The duties and responsibilities of the Surveillance Expert include:
Providing technical expertise and guidance on CNS activities, focusing on ARTAS.
Overseeing and contributing to ARTAS software development, including maintenance and evolution activities performed by subcontractors.
Producing and contributing to technical documentation and reports, defining requirements for new system capabilities.
Collaborating with external suppliers, stakeholders, and internal users on ARTAS-related topics.
Participating in ARTAS user groups and relevant working groups.
Contributing to prototyping activities to assess potential improvements and provide recommendations.
Providing operational support by analyzing users’ trouble reports and contributing to corrective maintenance actions.
Staying updated on technological developments and sharing knowledge within the organization.
Carrying out any other tasks in line with the main purpose of the job.
Required Qualifications: Candidates must meet one of the following educational and professional experience requirements:
Completion of third-level studies in a relevant domain (e.g., Computer Science, Physics, Engineering, Mathematics) at European Qualifications Framework (EQF) level 7, followed by at least 3 years of relevant professional experience.
Completion of third-level studies in a relevant domain at EQF level 6, followed by at least 4 years of relevant professional experience. Additionally, candidates should have experience in maintaining safety-critical software, familiarity with Surveillance Data Processing (SDP) systems, and knowledge of evaluation tools such as SASS-C. Proficiency in software versioning tools like Git and programming languages such as Ada, Python, or Java is also required. Knowledge of the ARTAS system is considered an asset.
Educational Background: The educational background required for this position includes a degree in a relevant field such as Computer Science, Physics, Engineering, or Mathematics. The degree must meet the European Qualifications Framework (EQF) level 6 or 7, depending on the professional experience level of the candidate. This educational foundation is essential for understanding the technical aspects of the role and contributing effectively to the development and maintenance of the ARTAS system.
Experience: Candidates are expected to have a minimum of 3 to 4 years of relevant professional experience, depending on their educational qualifications. This experience should include maintaining safety-critical software, working with Surveillance Data Processing systems, and familiarity with software development processes. Experience in technical writing and analytical thinking is also important, as the role requires the ability to analyze information, identify relationships, and produce clear documentation.
Languages: Proficiency in English at level C1 is mandatory for this position, as it is the working language of the Agency. Candidates are also required to become a basic user of French at level A1 before the end of the probation period. This bilingual requirement reflects the multicultural environment of EUROCONTROL and the need for effective communication with diverse stakeholders.
Additional Notes: The position is a full-time role with a duration of 5 years, subject to renewal or conversion under specific conditions. The selected candidate will undergo a probationary period of nine months. The appointment will be made in accordance with the Staff regulations governing officials of the EUROCONTROL Agency.
