Job Overview:
As the Senior Officer for the Resource Mobilization Hub, you will play a pivotal role in coordinating GPA's capital use and demand. This position is crucial for building and maintaining a prioritized pipeline of costed capital stacks, investable opportunities, fund mechanisms, and other capital needs across GPA, particularly focusing on Mission Priorities. This role is newly established and is highly visible within the organization, requiring you to work closely with various teams, including Program Strategy Teams (PSTs) and Mission Priority (MP) teams, to translate program priorities into investment-ready opportunities. Your primary responsibility will be to ensure that the RM Hub and deal teams have a clear understanding of what is ready for capital deployment and identify financing gaps that need to be addressed to meet the Foundation's top priority goals. This position demands strong problem-solving skills, project management capabilities, and the ability to navigate complex partnerships and competing priorities effectively.

Duties and Responsibilities:
  • Capital Use/Demand Cultivation: Build and maintain GPA's comprehensive database of live costed capital stacks, fund mechanisms, investable opportunities, and other capital uses across Mission Priorities. Collaborate with PSTs and MPs to create long-lists of investables and funds for each priority area, coordinating financial modeling and structure. Develop a readiness framework for self-assessment of investable readiness and prioritize opportunities for activation. Maintain processes for inputting pipeline data into DealFlow, ensuring real-time visibility across GPA.
  • Deal Team Support & Source-Use Matchmaking: Work with MP dealmakers to facilitate matchmaking between prioritized funds and potential financing partners, identifying gaps and opportunities. Provide investment expertise to deal teams, assisting in articulating deal components and supporting negotiations. Coordinate with legal and other teams on deal structuring questions.
  • Strategy Coordination & Leadership Support: Translate technical profiles of investable opportunities into funder-facing materials and investment cases. Standardize templates and processes for pipeline management. Prepare and present updates on pipeline status and financing gaps to senior leadership. Partner with the Data & Insights team to track financing outcomes and connect pipeline data to Division Compact goals.
  • Travel: Be prepared to travel up to 25% as required.

Required Qualifications:
Candidates must have experience in building, managing, and prioritizing complex investment pipelines, particularly in structured finance and blended capital within a global health or development context. A demonstrated ability to assess and structure financing opportunities across various capital types is essential. Strong analytical and financial modeling skills are required, along with experience coordinating across complex organizations. Proven ability to develop shared systems for knowledge management and familiarity with the global health financing landscape is also necessary. Excellent written and oral communication skills are crucial, as is the ability to operate in a fast-paced, ambiguous environment.

Educational Background:
A bachelor's degree in a relevant field is required, with a preference for candidates holding advanced degrees in finance, public policy, international development, or related disciplines. Educational qualifications should reflect a strong foundation in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, investment strategies, and global health or development issues.

Experience:
Candidates should possess significant experience in managing investment pipelines, ideally with a focus on global health or development. Experience in structured finance, blended capital, and familiarity with multilateral funding mechanisms is highly desirable. The role requires a proven track record of working collaboratively across various teams and functions, demonstrating the ability to navigate complex organizational structures effectively.

Languages:
Fluency in English is mandatory, with additional languages being a plus. Proficiency in languages relevant to the Foundation's global operations may enhance a candidate's profile, particularly in regions where the Foundation operates.

Additional Notes:
This is a limited-term position through December 2027, with base compensation supplemented by a competitive benefits package. The salary range for this role is between $190,100 to $294,700 USD, with higher ranges applicable in specific locations such as Seattle and Washington D.C. The Foundation does not provide immigration-related sponsorship for this role, and candidates must have unrestricted work authorization in the country where the position is located.
