Job Overview:
The consultant will play a crucial role in supporting the implementation of gender and environment surveys under the Women Count programme. This position involves providing technical support for survey design, conducting training sessions for enumerators, and ensuring data quality during the collection process. The consultant will also lead data analysis efforts to generate estimates and indicators related to gender and environment, contributing to the development of reports and publications. The role requires collaboration with various stakeholders, including national statistical offices and UN Women country offices, to enhance the capacity for gender statistics and ensure effective dissemination of data. The consultant will also support the production of knowledge products and assist in organizing training sessions to build capacity in gender statistics within the region.

Duties and Responsibilities:
  • Provide technical support for the implementation of Gender and Environment Surveys, including survey design and preparations.
  • Conduct training sessions for enumerators on survey methodology, ethical considerations, and data collection techniques.
  • Offer on-site technical support during data collection to ensure data quality and accuracy.
  • Lead data analysis to generate survey indicators’ estimates and provide guidance to team colleagues.
  • Assist in developing gender and environment survey reports and related publications.
  • Support the communication and dissemination of data through publication development and coordination with government authorities.
  • Conduct data analysis and generate visualizations on various topics covered by the Women Count programme.
  • Liaise with colleagues in other teams to support data-related work and review reports produced by colleagues and partners.
  • Act as the secretariat for the Sub-group on Gender Statistics Training, coordinating meetings and maintaining the Gender Statistics Curriculum. 1
  • Support the monitoring and evaluation of regional capacity through curriculum performance. 1
  • Provide support in daily operations of the Gender Statistics team.

Required Qualifications:
  • Master’s degree in statistics, mathematics, computer science, data science, demography, econometrics, gender statistics, international development, or a related field.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • Minimum of 2 years of professional experience in microdata analysis, preferably from demographic and health surveys or similar individual-level surveys.
  • Experience in implementing Gender and Environment surveys and calculating gender indicators, particularly those related to SDGs and other international frameworks.
  • Proven experience in supporting national governments in the Asia-Pacific region, especially national statistical offices, for the production and use of gender statistics.
  • Experience in delivering technical training or leading capacity-building efforts on gender statistics.
  • A strong publication record, particularly in analytical publications on development issues, is required.
  • Knowledge of data communications and visualization is necessary.
  • Experience working with UN partners and field offices is highly desirable.

Educational Background:
The position requires a Master’s degree in a relevant field such as statistics, mathematics, computer science, data science, demography, econometrics, gender statistics, or international development. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential to ensure the consultant has the necessary analytical and technical skills to perform the duties effectively.

Experience:
The consultant should have a minimum of 2 years of professional experience in microdata analysis, particularly with demographic and health surveys or similar individual-level surveys. Experience in implementing Gender and Environment surveys and calculating gender indicators is crucial. Additionally, the consultant should have a proven track record of supporting national governments in the Asia-Pacific region, especially in the production and use of gender statistics. Experience in delivering technical training or leading capacity-building initiatives on gender statistics is also required, along with a strong publication record in development issues.

Languages:
Proficiency in English is mandatory, with a strong emphasis on writing skills. This is essential for drafting reports, publications, and other communication materials. Knowledge of additional languages may be considered an asset but is not explicitly required for this position.

Additional Notes:
This consultancy is office-based, requiring the consultant to work 20 days per month. The consultant will be expected to travel on mission to various countries in Asia and the Pacific, with travel costs covered by UN Women in accordance with their Travel Policy. The consultant will report to the Regional Gender Statistics Specialist and will be supported by the Programme Associate for contract and payment matters. Monthly progress reports outlining work completed will be submitted for approval, and payments will be made upon approval of these reports.
