Job Overview: The National Consultant for Mongolia will play a crucial role in coordinating and supporting a project aimed at enhancing transport policies and services in peri-urban areas through the use of digital technologies. This position involves working closely with the Regional Consultant and the National Focal Point to facilitate project activities, including organizing inception meetings, collecting and analyzing data, and developing a local mobility plan. The consultant will also engage with stakeholders to identify challenges and build capacity, ensuring that the project addresses the needs of vulnerable populations and promotes social inclusion. The overarching goal is to improve access to essential services and create new employment opportunities through innovative transport solutions.
Duties and Responsibilities: The consultant's duties include coordinating the project inception meeting and fact-finding mission in Ulaanbaatar, supporting the establishment of a Technical Advisory Group, collecting and analyzing data related to local contexts, and assisting in the development of assessments and reports. The consultant will also facilitate national stakeholder consultations and capacity-building workshops, initiate the development of a local resilient mobility plan, and ensure that the plan aligns with existing guidelines and policies. The consultant will work collaboratively with local authorities and stakeholders to enhance peri-urban mobility and resilience, focusing on the integration of digital technologies and addressing the needs of marginalized communities.
Required Qualifications: Candidates must possess a university degree in transportation management, transportation engineering, urban planning, environmental science, public policy, or a related field. Additionally, they should have at least five years of experience in development projects, particularly in sustainability and transportation. The consultant should demonstrate proficiency in data collection and technical report development, as well as experience in organizing national and regional meetings. Strong collaboration skills and experience working with government stakeholders are essential, particularly in developing regulatory frameworks or policy recommendations.
Educational Background: A university degree in a relevant field such as transportation management, urban planning, environmental science, or public policy is required. This educational background provides the necessary foundation for understanding the complexities of transport systems and the integration of digital technologies in policy development.
Experience: The position requires a minimum of five years of relevant experience in development projects, with a focus on sustainability and transportation. Candidates should have a proven track record of working on projects that involve data collection, technical report writing, and collaboration with government stakeholders. Experience in organizing workshops and meetings at both national and regional levels is also essential.
