Job Overview: The National Consultant for Nepal will play a pivotal role in coordinating and supporting the implementation of a project aimed at enhancing resilient and inclusive mobility policies in peri-urban areas. This position involves working closely with the Regional Consultant and the National Focal Point to facilitate project activities, including the organization of inception meetings, stakeholder consultations, and capacity-building workshops. The consultant will be responsible for collecting and analyzing data related to local contexts, which will inform the development of a comprehensive peri-urban mobility plan that leverages digital technologies. The consultant will also contribute to assessments of the labor force implications of digital transformation, particularly focusing on employment opportunities for women in the digital mobility sector. This role is essential for ensuring that the project meets its objectives of improving access to essential services for vulnerable communities and promoting social inclusion through innovative transport solutions.
Duties and Responsibilities: The National Consultant will be responsible for a variety of tasks, including but not limited to:
Coordinating the project inception meeting and fact-finding mission in Kathmandu, ensuring effective collaboration with the Regional Consultant.
Supporting the establishment of the Technical Advisory Group by providing necessary assistance to the Regional Consultant.
Collecting and analyzing data on local contexts to support the Regional Consultant’s Assessment Report on resilient rural-urban and active mobility plans.
Assisting in the analysis of labor force implications related to the digital transformation, with a focus on identifying employment opportunities for women in digital mobility services.
Organizing national stakeholder consultations and capacity-building workshops to address local challenges and enhance stakeholder capacity in improving peri-urban mobility.
Initiating the development of a local resilient and inclusive peri-urban mobility plan, collaborating with local authorities and the Regional Consultant, and building upon existing ESCAP knowledge products.
Ensuring that the deliverables align with the project’s objectives and contribute to the overall goal of enhancing mobility in peri-urban areas.
Required Qualifications: The position requires a university degree in transportation management, transportation engineering, urban planning, environmental science, public policy, or a related discipline. Candidates must have at least 5 years of experience working on development projects, particularly in sustainability, transportation, or related fields such as energy, climate finance, or environmental management. Additionally, candidates should demonstrate proficiency in data collection and the development of technical reports or studies related to transportation, energy, or environmental projects. Experience in organizing national and regional-level meetings, workshops, and study tours is also essential. Furthermore, candidates should have a proven track record of working with national and local government stakeholders, particularly in developing regulatory frameworks or policy recommendations, and must be able to work collaboratively in multi-country teams.
Educational Background: Candidates must possess a university degree in a relevant field such as transportation management, transportation engineering, urban planning, environmental science, public policy, or a related discipline. This educational background is crucial for understanding the complexities of transportation systems and the integration of digital technologies in mobility planning.
Experience: The position requires a minimum of 5 years of relevant experience in development projects, with a strong focus on sustainability and transportation. Candidates should have demonstrated experience in data collection, technical report development, and stakeholder engagement, particularly in the context of transportation and environmental projects. Experience working with government stakeholders and in multi-country teams is highly valued.
Languages: Fluency in written and oral English is mandatory for this position. Additionally, a working knowledge of the local language of Nepal is preferred, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work.
