Job Overview: The Project Manager for the Energy Transition for Green Growth and Prosperity Programme will lead the implementation of a three-year externally funded initiative aimed at promoting energy transition and sustainable development in the Asia-Pacific region. The incumbent will work closely with various divisions within ESCAP, including the Energy Division and the Macroeconomic Policy and Financing for Development Division. The role involves overseeing the development and execution of the programme, ensuring alignment with regional development goals, and addressing the changing needs of member countries. The Project Manager will be responsible for coordinating policy development, conducting research, and facilitating workshops and training sessions to promote knowledge sharing and capacity building among stakeholders.
Duties and Responsibilities: The incumbent will be responsible for a wide range of duties including: developing and implementing the Energy Transition for Green Growth and Prosperity programme; monitoring and analyzing programme development and implementation; conducting consulting assignments in collaboration with the project steering group; researching and analyzing information from diverse sources; coordinating policy development and preparing evaluations; generating survey initiatives and designing data collection tools; organizing written outputs such as reports and background papers; providing substantive backstopping to meetings and conferences; initiating outreach activities and conducting training workshops; leading field missions and providing guidance to external consultants; coordinating budget funding activities; and performing other duties as required.
Required Qualifications: Candidates must possess a strong understanding of theories and concepts relevant to energy transition, green growth, macroeconomic policy, and sustainable development. They should demonstrate the ability to identify and analyze issues, conduct independent research, and manage conflicting priorities. Professionalism, teamwork, and effective communication skills are essential, as well as a commitment to gender equality and diversity in the workplace.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, energy, engineering, sustainable development, climate change, or a related field is required. A first-level university degree in these fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of seven years of progressively responsible experience in project or programme management, policy analysis, and sustainable development is required. Candidates should have experience in delivering complex multi-stakeholder projects involving regional and international cooperation, particularly within governmental and international organizations. Experience in data analytics or related areas, as well as familiarity with the Southeast Asia region's energy-related issues, is desirable.
Languages: Fluency in English is required, as it is the working language of the United Nations Secretariat. Proficiency in French is desirable, and knowledge of another UN official language is an advantage. Candidates must meet the minimum required level for reading, writing, listening, and speaking in these languages according to the UN Language Framework.
Additional Notes: The position is funded from extra budgetary resources with an initial appointment for one year, subject to annual renewal based on performance and funding availability.
