Job Overview:
The position of National Consultant on Health Information Governance is crucial for supporting the WHO Country Office in Ukraine and national stakeholders in enhancing the health information governance framework. The consultant will focus on reviewing legislation, institutional roles, data flows, and digital health initiatives, ensuring alignment with EU and international standards, including GDPR principles and the European Health Data Space (EHDS). The role involves providing technical, analytical, and coordination support for legal, institutional, and technical reviews related to health information systems, medical statistics, and digital health infrastructure. The consultant will also engage in stakeholder consultations and facilitate discussions to strengthen health information governance and improve data management practices in Ukraine.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables throughout the consultancy period. These include preparing an inception note and workplan, conducting a desk review of health information governance legislation, developing a legal and institutional accountability matrix, preparing an analytical note on depaperization, creating an EU and EHDS alignment brief, summarizing cross-border data exchange developments, and preparing meeting support materials for technical consultations. Additionally, the consultant will compile a final report summarizing activities, findings, and recommendations for strengthening health information governance and EU alignment.

Required Qualifications:
Candidates must possess a Bachelor’s degree in public health, Health Information Management, Health Policy, Epidemiology, Digital Health, Data Science, Health Informatics, or a related field from an accredited institution. A Master’s degree in a relevant field is desirable. Essential qualifications include at least 5 years of professional experience in health information systems, digital health governance, and public health reporting, along with demonstrated experience in reviewing legislation and developing policy documents. Familiarity with EU health information regulations and data protection frameworks is also beneficial.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as public health or health informatics. A Master’s degree in public health, health policy, or a related field is considered an asset. Candidates must have their qualifications from accredited institutions recognized by the World Higher Education Database (WHED).

Experience:
The position requires a minimum of 5 years of professional experience in health information systems, digital health governance, or health policy at a national or international level. Candidates should have experience in reviewing legislation, developing policy documents, and coordinating multisectoral consultations with government institutions and public health agencies. Desirable experience includes working with EU health information regulations and health system reform initiatives.

Languages:
Fluency in Ukrainian and English is essential, with excellent reading, writing, and speaking skills in both languages. Knowledge of additional languages may be considered an asset but is not mandatory.

The consultancy is expected to last for 6 months, starting from 01 July 2026 and ending on 31 December 202
  • The consultant will be based on-site at the WHO Office in Kyiv, Ukraine, and may be required to travel to various oblasts for stakeholder consultations and data reviews. The total contract value is USD 21,600, with a monthly rate of USD 3,600 and a daily rate of USD 18
