Job Overview: The Protection Officer (Legal Analysis Officer) will work under the direct supervision of the Legal Analysis Team Leader. This role involves conducting comprehensive legal research and analysis, developing policy recommendations, and supporting advocacy efforts aimed at improving social protection mechanisms for conflict-affected populations. This includes internally displaced persons (IDPs), individuals affected by explosive ordnance, families of veterans, and those whose housing has been damaged or destroyed. The officer will be responsible for preparing legal informational materials, organizing seminars, conducting research, and facilitating training sessions on legal issues. The position requires a proactive approach to advocacy and collaboration with various stakeholders to ensure the rights and needs of vulnerable groups are addressed effectively.
Duties and Responsibilities: The duties and responsibilities of the Protection Officer (Legal Analysis Officer) include: conducting thorough research and analysis of legislation, bylaws, and judicial practices relevant to DRC's program activities; preparing draft legal informational materials such as position papers and analytical reports; organizing and facilitating roundtables, seminars, and conferences on pertinent legal issues; conducting thematic research and preparing reports as directed by the Legal Analysis Team Leader; contributing to the development of survey tools to assess legal needs; facilitating training sessions for lawyers and local government representatives; collecting data from DRC and partner organization lawyers for advocacy purposes; conducting advocacy activities to improve legislation and protect the rights of conflict-affected populations; participating in advocacy meetings and representing DRC in various forums; collaborating with DRC lawyers on pilot cases and strategic litigation; and maintaining communication with relevant departments within DRC.
Required Qualifications: To qualify for this position, candidates must possess a Bachelor’s degree in Law or a related field. They should have proven experience in conducting legal analysis and supporting legal advocacy initiatives. Additionally, candidates must demonstrate advanced written proficiency in English, full proficiency in both Ukrainian and Russian, and be confident users of MS Word, Excel, PowerPoint, and Outlook. The role requires strong analytical skills, effective communication abilities, and a commitment to ethical conduct in line with DRC's values.
Educational Background: Candidates are required to have a Bachelor’s degree in Law or a closely related field. This educational background is essential for understanding the legal frameworks and issues that the Protection Officer will be addressing in their role.
Experience: A minimum of 2 years of professional legal experience is required for this position, preferably within a humanitarian context. This experience should include conducting legal analysis and participating in legal advocacy initiatives, which are critical for the effective performance of the duties associated with this role.
Languages: The mandatory languages for this position are advanced written English, full proficiency in Ukrainian, and Russian. These language skills are essential for conducting legal research, preparing documents, and engaging with various stakeholders effectively. Additional language skills may be considered an asset but are not required.
Additional Notes: The contract for this position is set for a duration of 12 months, with the possibility of extension based on donor funding and successful completion of a 3-month probationary period. The position is classified as Band H, which is a non-management level. The designated duty station for this role is Kyiv, and the start date is as soon as possible. Salary and conditions will align with the Danish Refugee Council’s Terms of Employment for employees on national contracts.
