Job Overview:
The CCAC Methane Planning Consultant will play a crucial role in developing a comprehensive agricultural methane roadmap for Azerbaijan, particularly focusing on the livestock sector. This position requires collaboration with various ministries, including the Ministry of Environment and the Ministry of Agriculture, to ensure that the roadmap aligns with national climate policies and agricultural strategies. The consultant will be responsible for coordinating stakeholder engagement, gathering inputs from relevant parties, and ensuring that the roadmap reflects the interests and concerns of all stakeholders involved. The consultant will also be tasked with integrating recommendations for methane reduction into Azerbaijan's Nationally Determined Contributions (NDCs) and implementation plans, thereby contributing to the country's commitment to reducing methane emissions by 30% by 2030 compared to 2020 levels. This role demands a collaborative approach to engage stakeholders effectively and shape strategies for methane reduction in the agricultural sector.

Duties and Responsibilities:
The consultant's duties will include:
  • Supporting the definition of an agricultural methane roadmap based on inputs from various ministries and stakeholders.
  • Coordinating the preparation of the Methane Roadmap for the livestock sector, ensuring an inclusive process that involves key stakeholders such as farmer associations, NGOs, and the private sector.
  • Conducting stakeholder meetings to gather insights and inform the development of the roadmap.
  • Creating a comprehensive map of agricultural stakeholders related to methane emissions in Azerbaijan, considering their interests and influence.
  • Summarizing existing data on agricultural livestock methane emissions and mapping relevant existing and planned policies across agriculture and environment.
  • Developing a needs assessment to identify gaps in existing commitments and policies for methane mitigation.
  • Conducting a preliminary mitigation assessment, including priority measures and cost-benefit analysis for the livestock sub-sector.
  • Identifying funding sources to support the implementation of the roadmap.
  • Providing recommendations for the next round of NDCs and related national climate and agricultural policies. 1
  • Periodically reporting on technical inputs, stakeholder dialogues, and agreements reached during the process.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in agricultural sciences, environmental sciences, environmental engineering, or a related field. Alternatively, a first university degree combined with two additional years of qualifying experience may be accepted. Additionally, at least 2 years of professional experience in environmental management, climate change, or agriculture is required. Experience in the livestock sector is desirable, as is knowledge of national policies related to agriculture, climate change mitigation, and air pollution. Strong written and oral communication skills are essential, along with a good understanding of short-lived climate pollutants and their dynamics in Azerbaijan. Experience in multi-stakeholder engagement and working with government authorities in Central Asia is also desirable.

Educational Background:
The position requires an advanced university degree (master’s degree or equivalent) in fields such as agricultural sciences, environmental sciences, environmental engineering, or a related discipline. A first university degree may be accepted if accompanied by relevant experience. This educational background is crucial for understanding the complexities of agricultural practices, environmental management, and climate change mitigation strategies.

Experience:
The consultant should have at least 2 years of professional experience in areas relevant to environmental management, climate change, or agriculture. Experience specifically in the livestock sector is considered an asset. The role demands familiarity with stakeholder engagement processes and the ability to work collaboratively with government authorities, particularly in the context of Central Asia.

Languages:
Fluency in both oral and written Azerbaijani and English is required for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of reports and documentation related to the methane roadmap.

Additional Notes:
The expected duration of the consultancy is 8 months, and the position is focused on national engagement within Azerbaijan. The consultant will not incur any fees during the recruitment process, as the United Nations does not charge applicants at any stage.
