Job Overview:
The primary objective of the position is to provide support to the countries under supervision (Afghanistan, Myanmar, Nigeria, Ukraine, and Haiti) in implementing the Ethical framework and mechanisms for preventing and addressing abuse. The expert will ensure the prevention, detection, and proper management of allegations of abusive behavior while contributing to risk management and compliance processes. This role requires frequent deployments to the field missions, and the expert will work closely with country teams to promote a safe and ethical work environment and strengthen abuse prevention practices. The position also involves training and supporting focal points in the country offices, ensuring effective reporting mechanisms, and assisting in the management of allegations and internal investigations.

Duties and Responsibilities:
The main responsibilities and activities include promoting a safe and ethical work environment, supporting the implementation and dissemination of ethical policies and standards against abuse, conducting training sessions, ensuring the existence of effective, accessible, secure, and confidential reporting mechanisms, assisting country teams in managing reports and conducting internal investigations, leading or following up on internal investigations, ensuring compliance with reporting requirements, tracking and archiving reports in dedicated tools, contributing to risk analysis and implementing mitigation measures, and supporting internal audit activities while providing recommendations for improving controls and processes. The expert will also need to integrate this new position into existing frameworks between countries, the regional unit, and functional departments, adjust their positioning between countries with and without local resources in ethics and compliance, and manage priorities while adapting to unforeseen circumstances.

Required Qualifications:
Candidates must have a minimum of 2 years of experience in managing allegations of abuse and conducting administrative investigations. Additionally, a minimum of 3 years of experience in the NGO sector in management positions is required. Experience working with SI or a similar organization is a significant asset, as is experience in Afghanistan, Myanmar, Nigeria, Ukraine, and/or Haiti. Specific skills include the ability to make work and expected results accessible to non-technical colleagues, cultural sensitivity, strong planning and organizational skills, diplomacy, teamwork, problem-solving and analytical skills, excellent communication, organizational skills, prioritization, multitasking abilities, attention to detail, adherence to procedures, deadlines, and the ability to work independently as well as collaboratively with team members. Proficiency in computer skills, particularly with MS Office Suite, is essential, and knowledge of software such as SAGA, HOMERE, and Link is a plus.

Educational Background:
The educational background required for this position includes a relevant degree in social sciences, international relations, or a related field. Candidates should demonstrate a strong understanding of ethical frameworks and compliance mechanisms within humanitarian contexts.

Experience:
The position requires a minimum of 5 years of relevant experience, including at least 2 years in managing allegations of abuse and conducting investigations, along with 3 years in management roles within the NGO sector. Experience in field operations in the specified countries is highly desirable.

Languages:
Fluency in both English and French, both written and spoken, is mandatory for this position. Proficiency in additional languages relevant to the countries of operation may be considered an asset.

Additional Notes:
The position is based at the headquarters of Solidarités International in Clichy la Garenne, with frequent field visits to the countries supervised by the desk. The contract is a fixed-term contract for 12 months starting from July 1, 202
  • The gross monthly salary ranges from €3,502 to €3,647 depending on the salary scale at headquarters. Remote work options are available, allowing for 4 to 12 days of telework or 100% telework with 3 mandatory days per month at the headquarters. Employees are entitled to 2.0833 vacation days per month and 1 RTT day per complete month of work. Health insurance coverage is provided at 80%, along with meal vouchers (60%) and transportation subsidies (50%) covered by the organization.
