Job Posting Organization:
The Climate and Clean Air Coalition (CCAC) is a unique partnership convened by the United Nations Environment Programme (UNEP) that includes governments, intergovernmental organizations, private sector representatives, and civil society members. Established to address the urgent need for integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. The coalition aims to mobilize action to improve air quality and mitigate climate change through collaborative efforts and knowledge sharing. As of October 2023, the CCAC is also providing secretariat services to the Global Methane Pledge, further enhancing its role in global environmental governance. The CCAC launched the 'Clean Air Flagship' initiative for the period 2024 to 2026, which aims to strengthen capacity at all levels of governance to advance integrated air quality and climate planning and action. The CCAC operates globally, with a focus on supporting low- and middle-income countries in their efforts to improve air quality and reduce harmful emissions.

Job Overview:
The CCAC AQMx Clean Heating Expert will be responsible for drafting a comprehensive Sectoral Guidance paper of approximately 8,000 words that provides actionable recommendations for the design and implementation of clean heating programs. This role involves identifying and compiling a minimum of 30 supporting resources, including reports, scientific publications, databases, and tools, to be included in the AQMx Resource Exchange Library. The guidance will focus on practical steps for improving clean heating solutions, particularly in low- and middle-income countries, and will highlight successful initiatives and best practices that can be replicated and scaled. The expert will also conduct consultations with relevant stakeholders to ensure the guidance is grounded in the latest research and knowledge in the sector, thereby enhancing its relevance and applicability.

Duties and Responsibilities:
The primary duties and responsibilities of the CCAC AQMx Clean Heating Expert include:
  • Developing a detailed Sectoral Guidance paper on clean heating that outlines the health, climate, and ecosystem impacts of polluting heating technologies.
  • Identifying and listing the types of data and information necessary to support clean heating initiatives, along with sources for this information.
  • Breaking down the design, implementation, enforcement, monitoring, and evaluation processes for improved clean heating programs into actionable steps.
  • Investigating relevant business models and financing options available to national and local authorities for clean heating projects.
  • Considering socio-economic equity, gender, and the inclusion of vulnerable groups in the guidance.
  • Highlighting successful initiatives, best practices, and case studies in clean heating.
  • Conducting consultations with stakeholders, including governments and researchers, to gather insights and feedback on the guidance.
  • Collaborating closely with the CCAC Secretariat Team to prepare launch materials, including a PowerPoint presentation and key messages to support the guidance's rollout.

Required Qualifications:
Candidates must possess a Master's-level university degree in engineering, agronomy, environmental management, technology, sciences, economics, or a related field. Additionally, a minimum of 5 years of professional and/or scientific experience related to household energy and clean heating is required, as documented in the CV. Candidates should demonstrate experience in research or practical implementation of clean heating projects, particularly in collaboration with governments and implementers. Experience with business models for clean heating through direct project engagement is essential, as is the ability to prepare and deliver presentations effectively. Candidates should also have expertise in household energy and clean heating, with experience working in developing countries and an understanding of various country contexts.

Educational Background:
The position requires a Master's-level university degree in a relevant field such as engineering, agronomy, environmental management, technology, sciences, or economics. This educational background is crucial for understanding the technical and policy aspects of clean heating and household energy management.

Experience:
The ideal candidate should have at least 5 years of relevant professional experience, particularly in the areas of household energy and clean heating. This experience should include both research and practical implementation of clean heating solutions, as well as collaboration with governmental and non-governmental organizations. Demonstrated experience in preparing reports on household energy and clean heating is also required, along with a reference to a report authored or co-authored in the last 3 years.

Languages:
Fluency in English, both written and oral, is mandatory for this position. Knowledge of additional UN official languages is considered an asset, enhancing the candidate's ability to engage with a diverse range of stakeholders and resources.

This position is part-time and expected to last for 6 months. It is a remote role, allowing for flexibility in work location.
