Job Overview: The Network and CSBM Officer position is crucial for maintaining the secure OSCE Communications Network (CommsNet), which facilitates the exchange of military information and cybersecurity-related messages among participating States. The incumbent will support continuous and secure network operations, provide maintenance, and offer first- and second-level user support for the CommsNet. This role involves troubleshooting, handling system problem reports, and coordinating with colleagues, vendors, and consultants on security-related issues. The incumbent will also be responsible for ensuring compliance with network standards and contributing to the assessment and design of technical architectures for network and security solutions. The position requires a proactive approach to problem-solving and a commitment to supporting the OSCE's mission in the politico-military dimension.
Duties and Responsibilities: The incumbent will report directly to the Network and CSBM Officer and will collaborate closely with the Senior Network and Applications Assistant and the Chief FSC Support Unit. Key responsibilities include administering, maintaining, operating, troubleshooting, and monitoring the performance of network and cybersecurity infrastructure. This includes managing firewalls, intrusion detection systems, routers, switches, and network management systems. The incumbent will respond to Help Desk inquiries from users, perform administration" style="border-bottom: 1px dotted #007bff !important;">system administration tasks such as backups and updates, ensure compliance with network standards, and maintain test environment hardware and software. Additionally, the incumbent will respond to network traffic alerts, maintain network status summaries for participating States, and travel to remote OSCE locations if necessary.
Required Qualifications: Candidates must have completed Secondary School education, supplemented by formal training in Computer/Electrical/Electronic/Network Technology. A first-level university degree in Information Technology, Computer Science, IT Security, Computer Engineering, or related fields is an asset. A minimum of six years of progressive experience in the operation of complex networks and security systems is required, with experience in international organizations being highly desirable. Professional experience with Cisco networking and cryptographic equipment is mandatory, along with advanced understanding of various operating systems and network protocols. Certifications such as Microsoft Certified Systems Engineer (MCSE) and Cisco Certified Network Professional (CCNP) are additional assets.
Educational Background: The educational background required for this position includes a completed Secondary School education, with formal training in relevant technical fields. A first-level university degree in Information Technology, Computer Science, IT Security, or Computer Engineering is considered an asset and may enhance a candidate's eligibility.
Experience: Candidates should possess a minimum of six years of progressive experience in the operation of complex networks and security systems. Experience in international private or government organizations related to information technology or network operations is preferred. Experience supporting political or military organizations in implementing network separation is an asset, and candidates with a university degree may substitute up to two years of working experience for eligibility purposes.
Languages: Professional fluency in English is mandatory, with excellent communication skills in both oral and written forms. A working knowledge of German is desirable, both orally and in writing, to facilitate communication within the organization and with participating States.
Additional Notes: The position is a full-time, fixed-term contract with a monthly remuneration of approximately EUR 5,580, subject to social security deductions. OSCE salaries are exempt from taxation in Austria, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments based on relevant experience.
