Job Overview: The Head of Operations plays a crucial role as a member of the Senior Management Team (SMT) in one of the hubbed countries. This position is responsible for leading and managing the operational functions of the organization, which include Finance, Human Resources (HR), Supply Chain Management (SCM), Administration, Information and Communication Technology, security" style="border-bottom: 1px dotted #007bff !important;">Security, and Audit. The Head of Operations is expected to promote effective stewardship of resources, ensure compliance with principles and regulations, manage risks proactively, and lead continuous operational improvements, particularly with a focus on Climate Action. This role requires a strategic approach to planning and programming, ensuring that operational capacity meets the standards set by CRS, donor requirements, and local regulations. The Head of Operations will also oversee the implementation of new operational initiatives and ensure that all support services are delivered efficiently and effectively across country programs, adapting operations as necessary for complex programming.
Duties and Responsibilities: The Head of Operations will be responsible for a wide range of duties, including but not limited to: contributing to strategic planning and programming for operational capacity investments; representing CRS as needed; planning, integrating, coordinating, and monitoring day-to-day operations across country programs; overseeing financial processes and ensuring compliance with policies; promoting effective use of CRS’ finance and supply chain management systems; collaborating with programming leads to ensure appropriate project expenditures; managing and supervising talent, including remote management of direct reports; overseeing Health, Safety, and Security management; leading the operational aspects of the Climate Action strategy; ensuring quality implementation of safeguarding policies; and acting as the lead contact for internal and external audits. The Head of Operations will also be responsible for creating a learning environment, providing capacity strengthening guidance, and ensuring compliance with agency and donor requirements.
Required Qualifications: Candidates must possess a Bachelor's degree in International Development, Business Administration, Finance, or a relevant field, or equivalent experience. A minimum of 5 years of work experience in a management position with progressive responsibilities in the area of expertise is required, including at least 2 years of management experience. Preferred qualifications include a Master’s degree in a relevant field and experience with an international NGO, particularly outside the candidate's country of origin. Knowledge of multiple public donors’ regulations, including those of CRS’s primary institutional donors, is also preferred.
Educational Background: The educational background required for this position includes a Bachelor's degree in International Development, Business Administration, Finance, or a related field. A Master’s degree in a relevant field is preferred, indicating a higher level of expertise and understanding of the complexities involved in international development and operations management.
Experience: The position requires a minimum of 5 years of relevant work experience, particularly in a management role with increasing responsibilities. Candidates should have at least 2 years of direct management experience, demonstrating their ability to lead teams and manage operational functions effectively. Experience with international NGOs and knowledge of donor regulations will be advantageous.
Languages: Fluency in English and French is mandatory for this position. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders, particularly in regions where both languages are commonly used. Additional language skills may be considered an asset but are not required.
Additional Notes: This position may involve travel up to 40% based on country needs. The role includes supervisory responsibilities and requires a commitment to the agency's competencies, including personal accountability, integrity, trust-building, collaboration, and a willingness to learn.
