Job Overview: The Sustainable Solutions Specialist position is situated within the Operations Coordination Unit of the Pacific Department at ADB. The role is pivotal in accelerating low-carbon development and enhancing climate resilience across ADB's member countries in the Pacific. The specialist will engage with national and regional agencies to facilitate discussions on climate change policies and plans, support the preparation of country partnership strategies, and ensure the integration of climate change, environment, and disaster risk management priorities into ADB's investment programs. The position requires a proactive approach to mobilizing climate finance and developing strategies that align with ADB's mission of sustainable development. The specialist will also oversee junior team members and report to the Regional Head of Operations Coordination, with additional reporting to the Director of Climate Change, Strategy and Engagement.
Duties and Responsibilities: The Sustainable Solutions Specialist will be responsible for a comprehensive set of duties, including but not limited to: supporting departmental management and project teams in developing holistic approaches to climate change, environment, and disaster risk management; building networks and partnerships with relevant agencies and development partners; conducting policy dialogues and analyzing various climate-related policies; identifying investment needs and prioritizing ADB investments across sectors; developing technical materials and climate risk assessments; leading and coordinating technical assistance programs; mobilizing climate finance from internal and external sources; ensuring coherence of ADB's investments with sector and country offices; contributing to the development and administration of loan, grant, and technical assistance projects; monitoring and reporting on climate change targets; and representing ADB in various working groups and events.
Required Qualifications: Candidates must possess a university degree in sustainable development, public policy, economics, climate change, environment, or related fields, preferably at the post-graduate level. A minimum of 6 years of relevant professional experience in sustainable development or climate change is required, including international experience in multiple countries, particularly in Pacific developing member countries. Candidates should demonstrate expertise in climate change policies and analysis, including adaptation and climate risk assessment, as well as low-carbon technologies. Strong communication skills in English, both written and verbal, are essential, along with the ability to collaborate effectively with teams and stakeholders. Familiarity with the mandates and operations of development institutions is also necessary.
Educational Background: The educational background required for this position includes a university degree in a relevant field such as sustainable development, public policy, economics, climate change, or environment. A post-graduate degree or its equivalent is preferred, indicating a higher level of expertise and understanding of the complexities involved in sustainable development and climate change.
Experience: The position requires at least 6 years of relevant professional experience in the fields of sustainable development and climate change. This experience should include international exposure, particularly in Pacific developing member countries. Candidates must have demonstrated expertise in climate change policies and analysis, as well as experience in summarizing and communicating complex information effectively. Additionally, two years of relevant experience outside of ADB within the past five years is mandatory, with specific consideration given to experience as an ADB-engaged consultant or contractor.
Languages: Proficiency in English is mandatory, as the role involves summarizing and communicating complex policy and technical information. While English is the primary language required, knowledge of additional languages relevant to the Pacific region may be considered advantageous but is not mandatory.
Additional Notes: This position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), aimed at enhancing in-house expertise. Successful candidates may be required to undertake short-term assignments in other departments or offices as needed.
