Job Overview: The Regulatory Compliance Expert position is integral to the Network Management Directorate and the Operational Safety, SQS & Integrated Risk Management Unit at EUROCONTROL. The selected candidate will be responsible for ensuring compliance with safety and security" style="border-bottom: 1px dotted #007bff !important;">security regulations, operational excellence, and the development of effective frameworks and policies. This role involves conducting compliance monitoring, audits, and providing training to enhance understanding of compliance standards. The expert will also analyze data to inform decision-making and maintain robust management system documentation. The position requires a proactive approach to implementing compliance monitoring activities and contributing to the development of internal standards and procedures that align with EU regulations and international civil aviation standards. The expert will also participate in various projects and events, ensuring that the NMD framework remains up to date and effective in meeting regulatory requirements.
Duties and Responsibilities: The duties and responsibilities of the Regulatory Compliance Expert include:
Implementing compliance monitoring activities to ensure that the NMD framework and associated compliance matrices are current and aligned with EU regulations and international civil aviation standards.
Contributing to the implementation of the NMD’s Integrated Management System by developing and maintaining internal standards and procedures compliant with the EU regulatory framework.
Providing expert advice and contributing to the development, maintenance, and continuous improvement of processes, procedures, and policies, ensuring alignment with regulatory and organizational standards.
Preparing and executing audits (both internal and for suppliers) to ensure adherence to the NMD regulatory framework, identifying systemic deficiencies, and highlighting areas for improvement.
Developing training and awareness materials and delivering sessions to enhance understanding and implementation of tools, processes, and compliance standards.
Gathering, analyzing, and interpreting data to identify trends, assess risks, and provide actionable insights for decision-making.
Providing expertise to the CARMA project by facilitating the implementation of CARMA-ARM, validating the CARMA SP and CARMA CA versions, and participating in the CARMA Users Group and Change Control Board.
Carrying out any other tasks in line with the main purpose of the job.
Required Qualifications: Candidates must fulfill one of the following education and professional experience requirements:
Completion of third-level studies in a relevant field, meeting European Qualifications Framework (EQF) Level 7, followed by at least 3 years of relevant professional experience; or
Completion of third-level studies in a relevant field, meeting EQF Level 6, followed by at least 4 years of relevant professional experience. Additionally, professional trainings and certificates such as Safety Management Systems (SMS), Quality Management Systems (QMS), Single European Sky (SES) Regulations, ICAO Standard and Recommended Practices (SARPs), and ISO certified Lead/Internal auditor (ISO 9001) would be considered an asset. Candidates should also have experience in performing compliance monitoring and audits against EU Regulations in ATM/ANS or international aviation standards.
Educational Background: The educational background required for the Regulatory Compliance Expert position includes completion of third-level studies in a relevant field. This education must meet the standards of the European Qualifications Framework (EQF), specifically Level 6 or Level 7, depending on the professional experience that follows. This educational requirement ensures that candidates possess the necessary theoretical knowledge and understanding of the regulatory frameworks applicable to air traffic management and safety standards.
Experience: The position requires candidates to have a minimum of 3 to 4 years of relevant professional experience in quality and safety management, specifically within the context of EU Regulations and international civil aviation standards in the ATM/ANS domain. This experience should include performing compliance monitoring and audits, as well as a sound knowledge of EU Regulations in the ATM/ANS domain, particularly specific regulations such as CIR 2019/123, 2017/373, and CIR 2023/20
Candidates should also have experience in implementing management systems and developing processes, procedures, and policies.
Languages: For this position, candidates must be proficient in English at level C1, as it is one of the working languages of the Agency. Additionally, the selected candidate will be required to become a basic user of French at level A2 before the end of the probation period. This language requirement ensures effective communication within the multinational and multicultural environment of EUROCONTROL.
Additional Notes: The position is a full-time role with a duration of 5 years, with the possibility of renewal or conversion of the contract under certain conditions. The selected candidate must reside in Brussels or within a reasonable proximity to fulfill their duties satisfactorily. The working arrangement follows a hybrid model, allowing for a combination of onsite presence and remote work opportunities, although full-time remote work is not permitted. Candidates should note that applications will only be accepted from nationals of EUROCONTROL Member States, and the selected candidate will need to complete a probationary period of nine months before being established in the post. The appointment will be made in accordance with the provisions of the Staff regulations governing officials of the EUROCONTROL Agency.
