Job Overview:
The Workforce Planning & Organisational Effectiveness Expert will play a crucial role within the Directorate of People, specifically in the Workforce Planning & Talent Acquisition Unit. This position involves contributing to the design, implementation, and continuous improvement of strategic workforce planning processes. The expert will be responsible for workforce forecasting, capacity planning, and skills gap analysis, which are essential for supporting business planning cycles and decision-making. Additionally, the role requires providing expertise in assessing organisational effectiveness, advising on organisational design principles, and reviewing organisational structures to ensure alignment with business needs. The expert will collaborate with various stakeholders to assess workforce and organisational requirements, translating these needs into effective staffing solutions that align with the Agency's strategic objectives. Furthermore, the position involves managing the Post Management System, analysing workforce data to identify trends, and contributing to change management initiatives. The expert will also engage in continuous improvement initiatives to enhance HR services and organisational performance, while staying updated on best practices and trends in the field.

Duties and Responsibilities:
The duties and responsibilities of the Workforce Planning & Organisational Effectiveness Expert include:
  • Designing and implementing strategic workforce planning processes, including workforce forecasting and capacity planning.
  • Conducting skills gap analysis and developing workforce planning outputs to support business planning cycles.
  • Providing expertise and guidance on organisational effectiveness, including advice on organisational design principles and the development of organisational structures.
  • Collaborating with business stakeholders to assess workforce and organisational needs, and translating these into appropriate staffing solutions.
  • Managing the Post Management System, reviewing requests for post creation, reclassification, or suppression, and ensuring accurate maintenance in HR systems.
  • Analysing workforce and organisational data to identify trends and provide structured inputs for resource allocation decisions.
  • Contributing to change management and stakeholder engagement initiatives to ensure smooth implementation of organisational changes.
  • Participating in HR events, studies, and continuous improvement initiatives to enhance organisational performance.
  • Staying updated on the latest methods and best practices in workforce planning and sharing knowledge within the HR community. 1
  • Performing any other tasks in line with the main purpose of the job.

Required Qualifications:
Candidates must meet one of the following educational and professional experience requirements:
  • Completion of third-level studies in a relevant domain (e.g., Organisational Design, HR, Business Administration, Organisational Psychology) at European Qualifications Framework (EQF) level 7, followed by at least 5 years of relevant professional experience.
  • Completion of third-level studies in a relevant domain at EQF level 6, followed by at least 6 years of relevant professional experience. Additionally, certifications in workforce planning, organisational design, job evaluation, or HR analytics from recognized professional bodies (such as SHRM, HRCI, CIPD) would be considered an asset. Candidates should also have experience in workforce planning or organisational design, knowledge of workforce planning principles, and the ability to analyse organisational data.

Educational Background:
The educational background required for this position includes completion of third-level studies in a relevant domain such as Organisational Design, Human Resources, Business Administration, or Organisational Psychology. The studies must meet the European Qualifications Framework (EQF) level 6 or 7, depending on the professional experience level of the candidate. This educational foundation is essential for understanding the complexities of workforce planning and organisational effectiveness.

Experience:
Candidates should possess a minimum of 5 years of relevant professional experience if they have completed their studies at EQF level 7, or at least 6 years of relevant experience if they have completed their studies at EQF level
  • This experience should ideally include exposure to workforce planning, organisational design, job evaluation, and the development and maintenance of job architecture frameworks. Familiarity with stakeholder engagement and providing structured advice in an HR context is also important.

Languages:
Proficiency in English at level C1 (oral and written) is mandatory for this position. The selected candidate will also be required to become at least a basic user of French at level A1 by the end of the probation period. While French language skills are not mandatory, they would be considered an asset for this role, given the bilingual nature of the Agency's working environment.

Additional Notes:
The position is classified as an Administrator role at job level AD6-AD9, with a duration of 5 years, subject to renewal or conversion under certain conditions. The selected candidate must reside in or near Brussels to fulfill their duties effectively. The working arrangement is hybrid, allowing for a combination of onsite presence and remote work, although full-time remote work is not permitted. The selected candidate will undergo a probationary period of nine months before being established in the post.
