Job Overview:
The Senior Procurement Specialist position at the World Bank Group is a critical role within the East Asia and Pacific (EAP) Region, specifically focusing on Cambodia. The successful candidate will be responsible for addressing complex procurement challenges and driving meaningful reforms in the procurement processes. This role requires a shift from traditional compliance-focused processing to a results-oriented approach that emphasizes high-impact contracts and links procurement performance to disbursement outcomes. The specialist will engage with various stakeholders, including government entities and project teams, to ensure effective procurement strategies are developed and implemented. The position also involves promoting procurement modernization and innovation, enhancing competition, and improving service delivery through data-driven decision-making and risk management.

Duties and Responsibilities:
The Senior Procurement Specialist will report to the Accredited Practice Manager and collaborate closely with the Procurement Lead Specialist. Key responsibilities include serving as a senior procurement advisor for the PMB portfolio, providing expert advice on complex procurement issues, promoting procurement modernization initiatives, supporting upstream engagement and strategy development, and resolving bottlenecks in procurement processes. The specialist will maintain fiduciary oversight, utilize data and digital tools to track performance, and strengthen country procurement systems by building trusted relationships with government counterparts. Additionally, the role involves enhancing transparency and quality in procurement practices, leveraging AI-enabled tools, and ensuring compliance with World Bank procurement policies.

Required Qualifications:
Candidates must possess a Master’s degree in a relevant field such as Engineering, Law, Procurement, Finance, Business, or Commerce, with a preference for those with an engineering background. A minimum of 8 years of relevant experience in procurement and contract management is required, ideally within middle-income country contexts. Strong knowledge of World Bank procurement policies and practices, innovative approaches, and enhanced implementation support is essential. Candidates should demonstrate the ability to translate principles into practical solutions and have experience in market engagement and supplier outreach.

Educational Background:
The educational requirement for this position includes a Master’s degree in a relevant discipline. This could encompass fields such as Engineering, Law, Procurement, Finance, Business, or Commerce. An engineering background is preferred, indicating a strong foundation in technical aspects related to procurement processes.

Experience:
The position requires at least 8 years of relevant experience in procurement and contract management. This experience should ideally be in middle-income country contexts, showcasing the candidate's ability to navigate complex procurement environments and contribute effectively to project delivery and management.

Languages:
The mandatory language for this position is English. Proficiency in English is essential for effective communication and collaboration within the World Bank Group and with external stakeholders. Additional language skills may be considered advantageous but are not specified as required.
