Job Overview:
The Technical Advisers for Nauru and Palau Readiness Projects will play a crucial role in ensuring the successful implementation of projects aimed at enhancing climate resilience and sustainable agricultural practices in these countries. The position requires a strong focus on capacity building for the National Designated Authority (NDA) and relevant stakeholders, ensuring that project deliveries are completed on time and meet quality standards. The Technical Advisers will be responsible for managing daily project operations, providing technical supervision, and ensuring that all project outputs align with the objectives of the Green Climate Fund (GCF). This role involves collaboration with various stakeholders, including government agencies and community organizations, to develop innovative climate solutions and agricultural policies that support low-carbon and climate-smart agriculture. The Technical Advisers will also be tasked with preparing project implementation plans, conducting baseline studies, and facilitating training programs to enhance the capabilities of local stakeholders.

Duties and Responsibilities:
The Technical Advisers will have a comprehensive set of responsibilities, including:
  • Ensuring timely project deliveries and managing project implementation to meet established standards.
  • Providing direct advice on GCF matters to FAO personnel and partners.
  • Preparing and updating project implementation plans in consultation with relevant teams and authorities.
  • Participating in multidisciplinary teams to prepare key project deliverables in line with GCF guidelines.
  • Facilitating the preparation of baseline studies and evaluations to support policy reviews and concept note development.
  • Coordinating documentation required for project outputs.
  • Leading the development of technical specifications for selecting service providers.
  • Reviewing GCF-related documentation for quality and consistency.
  • Liaising with relevant FAO and other organizations for guidance on Concept Note elements. 1
  • Coordinating with project stakeholders, including government agencies and private sector actors. 1
  • Ensuring timely delivery of project reports to FAO and the Project Steering Committee. 1
  • Responding to ad-hoc questions and performing other duties as required.

Required Qualifications:
Candidates must possess advanced degrees from institutions recognized by the International Association of Universities (IAU)/UNESCO in fields such as Economics, Finance, International Development/Relations, Environmental Science, or related areas. Additionally, a minimum of five years of relevant experience in project or program management is required, particularly in capacity development related to climate change and the development of national plans and strategies. A working knowledge of English is mandatory, and candidates should demonstrate strong communication and teamwork skills, as well as a focus on results and effective relationship building.

Educational Background:
The position requires advanced degrees from recognized institutions in relevant fields such as Economics, Finance, International Development/Relations, Environmental Science, or similar disciplines. This educational background is essential to ensure that the Technical Advisers have the necessary theoretical knowledge and analytical skills to address complex issues related to climate finance and sustainable agriculture.

Experience:
Candidates should have a minimum of five years of relevant experience in project or program management, with a strong emphasis on capacity development related to climate change and the development of national strategies. Experience in providing technical advice related to GCF investments and demonstrated project management experience are crucial. Familiarity with GCF modalities and procedures, as well as engagement with Country Strategic Frameworks, is highly desirable. Experience working with stakeholders in small and vulnerable states, particularly in the Pacific region, will be an advantage.

Languages:
A working knowledge of English is mandatory for this position. Proficiency in additional languages relevant to the Pacific region may be considered an asset, enhancing communication with local stakeholders and partners.
