Job Overview: The position of International Expert for Seminar Facilitation is focused on leading a seminar scheduled for July 8-9, 2026, aimed at discussing the development of economically efficient transport infrastructure that is resilient to natural disasters and climate change. The expert will be responsible for preparing seminar materials, including agendas, presentations, and case studies that reflect best practices and lessons learned from the OSCE region. The seminar will be conducted in a blended format, allowing participants from various government agencies and institutions to join either in person or online. The expert will facilitate discussions, deliver presentations, and address participant feedback, ensuring that the seminar meets its objectives of enhancing understanding and collaboration among stakeholders in the transport sector. A final report summarizing the seminar's discussions, challenges, and recommendations will also be required, emphasizing the importance of sustainable transport policies and investments.
Duties and Responsibilities: The successful candidate will be tasked with several key responsibilities, including:
Developing comprehensive seminar documents such as agendas, PowerPoint presentations, and case studies that incorporate practical examples and lessons learned from the OSCE region.
Covering a range of topics related to transport infrastructure, including its role in security and sustainable development, economically efficient infrastructure planning, climate-resilient engineering solutions, institutional frameworks, financing sustainable transport, digitalization, regional cooperation, and economic approaches to preparedness and recovery.
Facilitating the seminar in Russian, delivering presentations, and engaging with participants to address their questions and feedback.
Preparing a final report in English that summarizes the main issues discussed, challenges faced, conclusions drawn, and practical recommendations for national stakeholders to improve the efficiency, resilience, and sustainability of transport policies and investments.
Coordinating with the OSCE Centre in Ashgabat to ensure that all training materials are prepared and shared prior to the event, and that the seminar is conducted as scheduled.
Required Qualifications: Candidates must possess a university degree in relevant fields such as Transport, Logistics, Finance, Economics, Laws, or International Relations. Additionally, a minimum of six years of professional experience in the transport or logistics sector is required, with specific experience in sustainable and climate-resilient transport being a strong asset. Knowledge of international standards and best practices in transport is essential. Candidates should demonstrate professional fluency in Russian, with fluency in English considered an asset. Proficiency in digital tools and Microsoft Office applications is also necessary, along with a demonstrated ability to work collaboratively in diverse teams while maintaining impartiality and objectivity.
