Job Overview: The Senior Professional in Human Rights will play a crucial role in analyzing current affairs and developments in the human dimension area, implementing the Centre's activities related to human rights, and establishing contacts with senior government officials and other stakeholders. This position requires a deep understanding of international human rights legal instruments and the ability to navigate complex political environments. The successful candidate will be expected to prepare analytical reports, assist in organizing OSCE events, and liaise with various OSCE presences in the region. The role demands strong communication skills, both oral and written, and the ability to draft documents clearly and concisely. The candidate must also demonstrate gender awareness and sensitivity, integrating a gender perspective into all tasks and activities.
Duties and Responsibilities: The successful candidate will be responsible for providing analysis of current affairs and developments in the human dimension area, implementing the Centre's activities in the Human Dimension of the OSCE, and establishing contacts with senior government officials and relevant ministries. Additional responsibilities include assisting in arranging OSCE events, preparing information about the programme/projects related to OSCE Human Dimension initiatives, developing and monitoring activities and projects related to Human Rights and Rule of Law, and performing other duties as required. The candidate will also be expected to liaise with local authorities, universities, research institutions, and NGOs, ensuring effective communication and collaboration among all parties involved.
Required Qualifications: Candidates must possess a first-level university degree in international studies, public policy, political science, law, or human rights-related fields. They should have a minimum of 6 years of relevant professional experience, including diplomatic experience or experience working in political affairs with international organizations or government. Excellent communication and drafting skills are essential, along with knowledge of regional political history and developments. Candidates should also demonstrate strong analytical and negotiation skills, supervisory and management experience related to the OSCE Human Dimension, and the ability to establish constructive relations with local officials and populations.
Educational Background: A first-level university degree in a relevant field is mandatory for this position. This educational background should ideally be complemented by additional training or certifications related to human rights, international relations, or political science, which would enhance the candidate's ability to perform effectively in this role.
Experience: The position requires a minimum of 6 years of relevant professional experience, particularly in roles that involve diplomatic engagement, political analysis, and project management. Candidates should have proven work experience in project development, including budgeting, monitoring, implementation, and reporting. Experience in strategic planning and programmatic roles is also highly desirable, as is previous work experience in Central Asia, preferably in an international environment or within operational missions.
Languages: Professional fluency in English is mandatory, with excellent communication skills, both oral and written. Candidates should also possess professional fluency in Russian, including the ability to draft documents clearly and concisely. Basic proficiency in Turkmen is considered an asset, as it would facilitate communication with local stakeholders and enhance the candidate's effectiveness in the role.
Additional Notes: This position is classified as a Senior Professional level and is offered on a fixed-term basis with a full-time schedule.
