Job Overview: The Economist/Senior Economist position within the Tax Policy 2 Division of the Fiscal Affairs Department at the IMF is a pivotal role that involves actively contributing to the IMF's capacity development in tax policy for its member countries. The successful candidate will engage in executing the Division's analytical agenda, which includes preparing internal policy papers, responding to inquiries from member countries, and collaborating with other capacity-building providers. The role also entails participation in external conferences and workshops, as well as engagement with civil society and industry stakeholders on various tax policy issues. The division's work spans tax policy in the Western Hemisphere, non-francophone Africa, and the Asia-Pacific region, addressing critical topics such as VAT design, international corporate taxation, fiscal regimes for extractive industries, property taxation, personal tax systems, and excise taxation. The candidate will be expected to analyze the effects of these policies on revenue generation, income distribution, efficiency, and fiscal stabilization, which may require extensive travel to member countries.
Duties and Responsibilities: The duties and responsibilities of the Economist/Senior Economist include:
Conducting in-depth analysis of tax policy issues and providing recommendations to member countries.
Contributing to the development and delivery of capacity-building programs in tax policy.
Preparing internal policy papers and reports on tax policy matters.
Responding to queries from member countries and providing technical assistance as needed.
Collaborating with other divisions and external partners to enhance the effectiveness of capacity-building efforts.
Participating in and contributing to external conferences, workshops, and seminars on tax policy.
Engaging with civil society and industry representatives to discuss tax policy challenges and solutions.
Traveling extensively to member countries to provide on-the-ground support and expertise.
Required Qualifications: Candidates must possess an advanced university degree in economics or a related field. They should demonstrate a strong understanding of public finance and taxation principles, as well as proficiency in data analysis. A minimum of 4 years of relevant professional experience is required, ideally in a role as a tax policy economist within government, academia, or consulting, with a focus on developing countries. The ability to conduct analytical work and research is essential, along with strong diplomatic skills and excellent written and oral communication abilities in English. Knowledge of Spanish is considered an asset.
Educational Background: The educational background required for this position includes an advanced university degree in economics or a closely related field. This educational foundation should provide the candidate with a comprehensive understanding of economic principles, public finance, and taxation, which are critical for the role.
Experience: Candidates should have at least 4 years of relevant professional experience in tax policy, ideally gained through work in government, academia, or consulting. Experience should include exposure to developing countries and the ability to conduct analytical work and research effectively. The role requires a demonstrated capacity to engage with diverse stakeholders and contribute to policy development.
