Job Overview:
The Staff Counsellor position is a critical role within UNMIK, aimed at providing psychological support and counselling services to mission personnel. Under the supervision of the Chief Medical Officer, the Staff Counsellor will assess the wellbeing and psychosocial needs of all personnel, including civilian and national staff, UN Volunteers, contractors, UN Police, and military personnel. The role involves conducting individual and group defusing sessions following critical incidents, providing emotional first aid, and ensuring that personnel have access to necessary counselling services. The Staff Counsellor will also implement wellbeing activities, facilitate peer support groups, and collaborate with various sections within UNMIK to promote a healthy work environment. This position requires a proactive approach to mental health and wellbeing, with a focus on creating a supportive atmosphere for all staff members.

Duties and Responsibilities:
The Staff Counsellor will be responsible for a wide range of duties, including:
  • Assessing the wellbeing and psychosocial needs of mission personnel and making recommendations for support.
  • Conducting individual and group defusing sessions and providing emotional first aid after critical incidents.
  • Making appropriate referrals to medical counselling, HIV/AIDS, security, and human resources as needed.
  • Acting as a clinical counselling resource for personnel requiring psychological assistance.
  • Performing clinical follow-ups and ensuring access to counselling services for all personnel.
  • Traveling to municipalities and County Support Bases in Kosovo and Belgrade to provide support.
  • Collaborating with various sections within UNMIK to provide supportive interventions and develop strategic relationships with senior management.
  • Coordinating clinical activities with civilian and military staff counselors.
  • Implementing stress management and wellbeing activities, such as sports events and recreational clubs. 1
  • Assisting the Welfare Committee in establishing and maintaining recreational facilities and resources. 1
  • Facilitating peer support groups and developing informational resources for staff. 1
  • Monitoring the implementation of the stress management program and reporting on activities to the Chief Staff Counsellor. 1
  • Performing other related tasks as assigned by the Chief Medical Officer.

Required Qualifications:
Candidates for the Staff Counsellor position must possess strong interpersonal and communication skills, with a demonstrated ability to work effectively in a multicultural environment. They should have a solid understanding of mental health issues and the ability to provide psychological support to individuals in distress. The ideal candidate will have experience in crisis intervention and conflict resolution, as well as the ability to develop and implement wellbeing programs. Additionally, candidates should be adaptable and flexible, with a commitment to maintaining confidentiality and professionalism in all interactions.

Educational Background:
A relevant educational background is essential for the Staff Counsellor position. Candidates should hold a degree in psychology, social work, or a related field. Advanced degrees or specialized training in counselling or mental health are highly desirable. Certification or licensure as a mental health professional is also preferred, as it demonstrates a commitment to the field and adherence to professional standards.

Experience:
Candidates should have a minimum of three years of professional experience in counselling, psychology, or a related field. Experience working in international organizations or in a multicultural environment is an asset. Familiarity with the challenges faced by personnel in high-stress situations, such as those encountered in peacekeeping missions, is also beneficial. The ability to work independently and as part of a team is crucial for success in this role.

Languages:
Fluency in English is mandatory for the Staff Counsellor position, as it is the working language of UNMIK. Knowledge of additional languages, particularly Albanian or Serbian, is considered an asset and may enhance communication with local personnel and communities.

Additional Notes:
This position is a full-time role within the UNMIK mission, and candidates should be prepared for the unique living conditions in Kosovo. The contract duration and specific terms of employment will be discussed during the recruitment process. The UNV Field Unit will assist new staff in finding suitable housing upon arrival, and contracted medical services are provided to staff. It is important for candidates to be aware of the local context, including the potential for political and security-related challenges in the region.
