Job Overview:
The Technical Legal Coordinator plays a crucial role in the Information, Counselling and Legal Assistance (ICLA) programme in Bangladesh, which is focused on providing legal support to refugees and host communities. This position is responsible for delivering strategic legal and technical support, ensuring that the ICLA programme is effective and evidence-based. The coordinator will engage in legal research, analysis, and knowledge management to enhance the quality of legal protection interventions. The role also involves contributing to programme development, advocacy efforts, and organizational learning by monitoring legal frameworks and identifying trends that affect the target populations. The Technical Legal Coordinator will work closely with field teams and partners to provide technical guidance and ensure that legal assistance is delivered consistently and effectively.

Duties and Responsibilities:
The Technical Legal Coordinator will undertake a variety of responsibilities, including: conducting legal research and analysis on national and international laws relevant to refugees; monitoring legal trends and protection issues; producing timely legal analyses to inform programme design; providing legal and technical guidance to field teams; contributing to the development and updating of ICLA guidelines and training materials; facilitating knowledge management within the ICLA programme; supporting advocacy initiatives on legal issues; developing legal content for digital platforms; preparing regular status reports; and coordinating with various teams to ensure alignment between legal analysis and programme implementation.

Required Qualifications:
Candidates must possess a strong understanding of refugee protection, legal identity, civil documentation, housing, land and property rights, and access to justice. A minimum of 3 years of relevant practical experience in legal assistance, protection, or humanitarian programming is required. Additionally, candidates should have experience in developing standard operating procedures, guidelines, and training materials, as well as strong facilitation and mentoring skills. A solid understanding of safe and inclusive programming principles, confidentiality, and data protection is also essential.

Educational Background:
The ideal candidate should hold an LL.B and LL.M from a recognized university and be enrolled as an Advocate. This educational background is crucial for understanding the legal frameworks and policies that govern refugee rights and protections.

Experience:
A minimum of 3 years of relevant experience in legal assistance, protection, housing, land and property rights, civil documentation, or humanitarian programming is required. Candidates should demonstrate the ability to monitor legal developments and translate them into practical guidance for programming and advocacy.

Languages:
Fluency in English is mandatory, and proficiency in Bengali is highly desirable. Knowledge of additional languages relevant to the refugee population may be considered an asset.

Additional Notes:
This position is based in Cox’s Bazar and has a contract duration of 12 months. The role requires approximately 60% travel within the Cox’s Bazar District. The position is classified as Grade 04 in NRC’s Salary Scale, with a monthly gross salary of 139,761 BDT.
