Job Overview:
The Human Resources and Administration Officer will play a crucial role in ensuring that the DRC office in Sittwe operates efficiently and effectively. This position involves providing comprehensive human resources support, including recruitment, compensation, and benefits management, as well as overseeing administrative functions. The officer will be responsible for developing systems that enhance the efficiency and cost-effectiveness of operations, ensuring compliance with DRC's guidelines and local regulations. The role requires a proactive approach to problem-solving and the ability to manage multiple tasks simultaneously, contributing to the overall success of the organization in delivering humanitarian assistance.

Duties and Responsibilities:
The Human Resources and Administration Officer will be responsible for a wide range of tasks, including but not limited to:
  • Recruitment: Collecting CVs for various positions, sharing longlists with hiring managers, arranging tests and interviews, and maintaining recruitment-related documentation.
  • Compensation & Benefits: Reporting monthly staff information, processing payroll, managing housing and travel allowances, and overseeing leave and absence tracking.
  • Dynamics HR Function: Supporting the rollout of new HR management systems, ensuring accurate employee data, and assisting with onboarding processes.
  • Facilities Management: Ensuring office safety and functionality, coordinating maintenance issues, and supervising related expenses.
  • Travel Arrangements: Making necessary travel and accommodation arrangements for staff, ensuring invoices are reconciled and submitted for payment.
  • Administrative Support: Managing operational costs, maintaining office supplies, organizing meetings and training, and developing filing systems.
  • Supervising cleaners and performing any other duties as assigned by the HR and Admin Team Leader.

Required Qualifications:
Candidates must possess a university degree in Human Resource Management, Business, or Social Science with a specialization in Human Resources or an equivalent professional qualification. A minimum of 2 years of relevant experience in human resources management, administration, or organizational development is required. Technical skills in recruitment management and administrative processes are essential, along with proficiency in MS Word, Excel, and PowerPoint. Familiarity with Myanmar labor law is also necessary, and experience in the NGO sector is preferred. Strong interpersonal and communication skills are crucial for success in this role.

Educational Background:
The position requires a university degree in Human Resource Management, Business, or Social Science, with a focus on Human Resources or a related field. Equivalent professional qualifications may also be considered. The educational background should provide a solid foundation in human resources principles and practices, as well as an understanding of organizational behavior and management.

Experience:
Candidates should have a minimum of 2 years of relevant experience in human resources management, administration, or organizational development. Experience in the NGO sector is preferred, as it provides valuable insights into the unique challenges and requirements of humanitarian work. The ability to manage multiple tasks and work independently is essential, along with a proactive approach to problem-solving and a willingness to seek assistance when needed.

Languages:
Fluency in English is mandatory, with advanced proficiency required for effective communication. Additionally, fluency in the local language is essential to facilitate interactions with staff and stakeholders in the region. Knowledge of other languages may be considered an asset but is not mandatory.

Additional Notes:
The position is a full-time role with a contract offered by DRC, including a 3-month probation period. The contract is renewable based on funding and performance. The salary and conditions will align with DRC's Terms of Employment, and the position is classified within Employment Band H, which is a non-management level.
