Job Overview:
The Humanitarian Mine Action (HMA) Project Manager position is a critical role within the DRC's Libya programme team, specifically under the Humanitarian Disarmament and Peacebuilding sector. This position is part of the BRIDGE project, which aims to build resilience through integrated services for displaced and host communities in Greater Libya. The HMA Project Manager will oversee the Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) teams, ensuring that activities are designed to reduce civilian harm and enhance safety and resilience in the region. The role requires close collaboration with consortium partners, national and local stakeholders, and DRC's Protection and Economic Recovery teams to ensure effective implementation and alignment of activities. The HMA Project Manager will be responsible for maintaining high technical standards for EORE, VA, and Mine Action Advocacy, ensuring compliance with national and international standards, and timely reporting of project progress.

Duties and Responsibilities:
The HMA Project Manager will have a comprehensive set of responsibilities, including:
  • Management of EORE, VA, and Mine Action Advocacy: Coordinate and monitor activities, provide technical supervision, and ensure effective project implementation.
  • Capacity Development: Lead and develop the EORE team, fostering team building and enhancing staff capabilities.
  • Budget Management: Oversee the project budget, ensuring accurate financial reporting and addressing discrepancies.
  • Logistics Coordination: Plan and coordinate logistics and staff movements, ensuring smooth operations across various locations.
  • Stakeholder Engagement: Liaise with government authorities and the humanitarian community to ensure effective collaboration.
  • Documentation and Reporting: Maintain operational documentation, develop SOPs, and prepare high-quality progress reports for stakeholders.
  • Fundraising Support: Assist in fundraising efforts related to EORE, VA, and Advocacy, contributing to the overall financial sustainability of the project.

Required Qualifications:
To qualify for this position, candidates must possess the following qualifications:
  • Minimum of 5 years of experience in the humanitarian/development sector at management or coordination levels.
  • At least 2 years of experience specifically in EORE, VA, and Mine Action advocacy.
  • Proven management skills, including people management and project cycle management.
  • Strong communication, presentation, and reporting skills.
  • Experience working in insecure environments and a high level of digital literacy, particularly with MS Office.
  • A university degree in a relevant field or equivalent work experience.
  • EORE certification and other relevant HMA-related certificates are advantageous.

Educational Background:
Candidates are required to have a university degree in a relevant field from a recognized institution. Alternatively, relevant working experience may be considered in lieu of formal education. Additional certifications related to Explosive Ordnance Risk Education and Mine Action are beneficial and may enhance a candidate's application.

Experience:
The position requires a minimum of 5 years of experience in the humanitarian or development sector, with at least 2 years specifically focused on EORE, VA, and Mine Action advocacy. Candidates should demonstrate proven management skills and experience in project cycle management, as well as the ability to work effectively in challenging and insecure environments.

Languages:
Fluency in both written and spoken Arabic and English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and communities.
