Job Overview:
The Safety Officer position is crucial for the implementation of DRC’s Safety Risk Management System (SRMS) in Shan State, Myanmar. The role is designed to ensure that operations are conducted safely and securely, adhering to compliance standards. The Safety Officer will be responsible for identifying and assessing localized risks, monitoring the security" style="border-bottom: 1px dotted #007bff !important;">security context, and enforcing safety protocols to ensure program continuity. This position requires a proactive approach to safety management, including the analysis of security situations and the provision of timely reports to support decision-making. The Safety Officer will also play a key role in training staff on safety protocols and enhancing the organization’s emergency response capabilities to protect staff, assets, and program activities.

Duties and Responsibilities:
The Safety Officer will have a comprehensive set of responsibilities, including but not limited to: implementing the Safety Level System (SLS) and Minimum Operating Safety Standards (MOSS) at the Shan State area office and field bases; conducting regular Safety Risk Assessments (SRA) for project sites and travel routes; maintaining area-specific safety documentation; conducting audits of safety equipment; developing and updating critical incident management plans and safety improvement plans; reviewing field travel requests and ensuring compliance with safety protocols; providing daily, weekly, and monthly security updates to management; identifying risks to program activities and advising on safe access; submitting incident reports; delivering safety briefings and training to staff; maintaining a network of local contacts for information sharing; coordinating with other agencies on safety matters; and performing any other relevant tasks as assigned by the Line Manager.

Required Qualifications:
Candidates for the Safety Officer position must possess a Bachelor’s degree or a diploma/certificate in Security Risk Management, Security Studies, or a related field. A strong understanding of the Shan State context, including local conflict dynamics and stakeholders, is essential. Additionally, candidates should have at least 2 years of relevant experience in a similar role within a humanitarian or development organization. Experience in partner coordination is considered a strong advantage. The ideal candidate will demonstrate excellent team collaboration and coordination skills, proficiency in computer applications (especially Power BI, Word, and Excel), strong analytical skills, and excellent interpersonal and communication skills. Cultural sensitivity and the ability to build trusting relationships with communities are also critical.

Educational Background:
The educational background required for the Safety Officer position includes a Bachelor’s degree or a diploma/certificate in Security Risk Management, Security Studies, or a related field. This educational foundation is essential for understanding the complexities of safety management in humanitarian contexts and for effectively implementing safety protocols and risk assessments.

Experience:
The position requires candidates to have a minimum of 2 years of relevant experience working in a safety management role within a humanitarian or development organization. This experience should include practical knowledge of safety risk assessments, compliance with safety standards, and the ability to respond to safety incidents effectively. Experience in coordinating with partners and stakeholders in the field is also highly valued, as it contributes to the overall effectiveness of safety management in complex environments.

Languages:
Proficiency in English is mandatory for the Safety Officer position, as all communications and documentation will be conducted in English. Additionally, knowledge of a local ethnic language is considered a plus, particularly languages spoken in Shan State. Knowledge of Chinese or any other ethnic language used in the region would also be beneficial, enhancing communication with local communities and stakeholders.

Additional Notes:
The contract for the Safety Officer position will be a regular contract with DRC, including a 3-month probation period. The contract is renewable based on funding availability and performance evaluation. The position falls within Employment Band H, which is categorized as non-management.
