Job Overview:
The Evaluation Consultant will play a crucial role in assessing the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Cabo Verde for the period 2023–202
  • This evaluation is essential for enhancing accountability, learning, and adaptive management within the UN development system. The consultant will be responsible for leading the design and implementation of the evaluation methodology, coordinating the work of team members, and ensuring the quality and coherence of all deliverables. The evaluation will focus on core criteria such as relevance, effectiveness, coherence, efficiency, sustainability, and adaptability, while also examining the UN's strategic positioning and its contributions to the Sustainable Development Goals (SDGs). The consultant will work closely with stakeholders to validate findings and draft comprehensive evaluation reports that align with national priorities and the 2030 Agenda.

Duties and Responsibilities:
The consultant's duties will include leading the design and implementation of the evaluation methodology, coordinating team members, ensuring the quality of deliverables, and conducting stakeholder consultations. The evaluation will be conducted in three phases: Phase 1 involves designing the evaluation, conducting a desk review, and drafting the inception report; Phase 2 includes field data collection and validation of information; and Phase 3 focuses on preparing and submitting the final evaluation report. The consultant will also be responsible for developing data collection tools, such as interview guides and survey instruments, and ensuring that all deliverables meet UNEG and DCO quality standards. The consultant will report to the Head of Office RCO and collaborate with the Evaluation Management Group and the Evaluation Steering Committee.

Required Qualifications:
Candidates must possess an advanced university degree (master's or equivalent) in economics, development studies, public policy, evaluation, or a related field. Alternatively, a bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of the master's degree. Additionally, candidates should have at least 10 years of experience in evaluating development programs, including evaluations within the UN system. Proven expertise in theory-based evaluation and mixed-methods approaches is desirable, along with strong knowledge of UNSDCF/UNDAF evaluations and SDGs. Experience in Small Island Developing States (SIDS) contexts is highly desirable, as is demonstrated expertise in at least one thematic area such as economic development, social sectors, or climate change.

Educational Background:
The educational background required for this position includes an advanced university degree (master's or equivalent) in relevant fields such as economics, development studies, public policy, or evaluation. A bachelor's degree may be acceptable if accompanied by additional relevant experience, specifically two years of experience in lieu of the master's degree.

Experience:
The position requires a minimum of 10 years of experience in the evaluation of development programs, particularly within the UN system. Candidates should have a strong background in theory-based evaluation and mixed-methods approaches, as well as experience in evaluating programs in Small Island Developing States (SIDS).

Languages:
Fluency in English and Portuguese is required for this position, as the evaluation deliverables will be prepared in English and may involve communication with stakeholders who speak Portuguese.
