Job Overview: The Operations Officer position at the World Bank Group is integral to the Country Management Unit (CMU) for Senegal, Mauritania, Guinea Bissau, Cabo Verde, and The Gambia. This role is based in Praia, Cabo Verde, and involves reporting directly to the WBG Resident Representative. The Operations Officer will bridge the operational work focused on the public sector with business development initiatives for the International Finance Corporation (IFC). The primary functions include identifying opportunities, enhancing portfolio performance, and fostering relationships with clients and partners. The officer will also contribute to the management of the portfolio across the CMU, ensuring alignment with the Cabo Verde country program and strategic commitments.
Duties and Responsibilities: The duties and responsibilities of the Operations Officer encompass several key areas:
**Country Program & Strategy**: Support the implementation of the Cabo Verde country program, monitor progress against the Country Partnership Framework, and coordinate with CMU staff and global practices to align strategies.
**Client & Partner Engagement**: Maintain regular communication with government counterparts, development partners, and private sector representatives, support high-level policy dialogues, and represent the WBG in local forums.
**Portfolio & Pipeline Monitoring**: Monitor the WBG portfolio in Cabo Verde, analyze operational performance data, prepare reports for senior management, and track implementation milestones.
**Business Development & Private Sector Diagnostics**: Collaborate with IFC teams to analyze investment climate trends, assess opportunities for private investment, and participate in outreach engagements.
**Operational & Analytical Work**: Review operational documents for compliance, integrate cross-cutting themes into the portfolio, and support management activities.
**Country Team Coordination & Office Support**: Act as a focal point for Cabo Verde-related information, facilitate country team meetings, and ensure smooth office operations.
Required Qualifications: The position requires a Master’s degree in relevant fields such as Economics, Business Administration, Management, International Development, Finance, or Political Science. Candidates must have a minimum of 5 years of relevant experience in managing or implementing development programs, with a strong understanding of World Bank operations and private sector development. Proven experience in portfolio monitoring, program implementation, and results reporting is essential, along with familiarity with World Bank operational policies and procedures. Advanced data handling and analytical skills are also required, as well as a strong grasp of economic and political trends in Cabo Verde and the West Africa region.
Educational Background: Candidates must possess a Master’s degree in a relevant discipline, which may include Economics, Business Administration, Management, International Development, Finance, or Political Science. This educational background is crucial for understanding the complexities of development programs and the operational frameworks of the World Bank.
Experience: The role demands a minimum of 5 years of relevant experience in managing or implementing development programs. This experience should ideally combine knowledge of World Bank operations with an understanding of private sector development and investment promotion. Candidates should have a proven track record in portfolio monitoring and program implementation, as well as results reporting.
Languages: Fluency in English and Portuguese is required for this position, as these are the primary languages of communication within the organization and with local stakeholders. Knowledge of French is considered an advantage, as it may facilitate engagement with additional partners and stakeholders in the region.
