Job Overview:
The National Specialist Team Member will play a crucial role in the evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Cabo Verde for the period 2023-202
  • This evaluation is essential for enhancing accountability, learning, and adaptive management within the UN development system. The position requires a deep understanding of the national context and the ability to engage with stakeholders effectively. The specialist will focus on human development and social inclusion, particularly emphasizing gender equality. The evaluation aims to assess the strategic positioning and performance of the UNSDCF in relation to national development results and the SDGs, ensuring alignment with Cabo Verde's national priorities and the 2030 Agenda. The role involves leading data collection efforts related to poverty reduction, education access, health indicators, and other relevant SDGs, while ensuring that cross-cutting themes are integrated into the evaluation process.

Duties and Responsibilities:
The National Specialist Team Member will be responsible for several key duties:
  • Facilitate access to national stakeholders and data necessary for the evaluation.
  • Support fieldwork, including conducting interviews and focus group discussions.
  • Provide contextual analysis and validate findings from the data collected.
  • Contribute to drafting sections of the evaluation report. The evaluation process is divided into three phases: Phase 1 involves designing the evaluation, including the constitution of the sampling frame and drafting the Inception Report. Phase 2 focuses on fieldwork, including secondary desk reviews and data collection in the field. Phase 3 is dedicated to reporting, culminating in the submission of the final evaluation report. The specialist will work under the supervision of the Head of Office RCO and will be expected to integrate gender equality and the principle of leaving no one behind into all aspects of the evaluation.

Required Qualifications:
Candidates must possess an advanced degree in social sciences, economics, or a related field. Alternatively, a bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of a master's degree. A minimum of 5 years of experience in design" style="border-bottom: 1px dotted #007bff !important;">program design, implementation, or evaluation within social development sectors such as health, education, or social protection is required. Additionally, candidates should demonstrate experience in applying gender-responsive and human rights-based evaluation approaches. Strong knowledge of Cabo Verde's social sector challenges, particularly in education, health, and social protection, is desirable, along with familiarity with national development policies such as PEDS II, the SDGs, and the Voluntary National Review (VNR) process.

Educational Background:
An advanced degree in social sciences, economics, or a related field is required for this position. In cases where candidates hold a bachelor's degree, they must have two additional years of relevant experience to be considered equivalent to a master's degree. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills to effectively contribute to the evaluation process.

Experience:
Candidates should have at least 5 years of relevant experience in program design, implementation, or evaluation specifically within social development sectors. This experience should ideally include work related to health, education, and social protection. Demonstrated experience in applying gender-responsive and human rights-based evaluation approaches is also desirable, as it reflects the candidate's ability to address critical social issues within the evaluation framework.

Languages:
Fluency in Portuguese, English, and Criolo is required for this position. These language skills are essential for effective communication with stakeholders, data collection, and report writing, ensuring that the evaluation process is inclusive and comprehensive.
