Job Overview:
The consultant will play a crucial role in supporting ONU Femmes' initiatives aimed at enhancing women's political participation and leadership. This position involves co-facilitating a Training of Trainers (ToT) program in Senegal, which will include participants from the Democratic Republic of Congo and the Central African Republic. The consultant will work closely with the main international consultant to adapt training materials to the local context, ensuring that they reflect the cultural, social, and political realities of the region. The consultant will also be responsible for developing a strategic governance program that aligns with national priorities and enhances ONU Femmes' visibility and impact in the area of women's political participation. This role requires a deep understanding of gender-sensitive governance and the ability to engage with various stakeholders to promote inclusive political processes.

Duties and Responsibilities:
1) Adaptation of the training manual to the national context: Review the existing training manual to identify gaps or content that may not be suitable for the local context; collaborate with the main consultant to address these issues. Identify sections of the manual that require adaptation and work with the main consultant to revise them. Share the revised version of the manual with ONU Femmes colleagues for review. Reflect changes in the PowerPoint presentation and educational materials, then submit them to ONU Femmes (and, if applicable, to the main trainer) for cross-review. 2) Co-facilitation of the training: Review the agenda prepared by the main trainer and assist in adapting the content to reflect local culture, customs, and traditions. Co-facilitate certain parts of the course for participants, in collaboration with the international consultant and ONU Femmes staff. Participate in co-facilitating the post-training discussion. Write a summary note of the training. 3) Development of a strategic governance program: Develop a methodological note with a detailed timeline for the process; produce a flagship strategic program based on documents from the strategic planning exercise of the office; prepare a PowerPoint presentation for strategic restitution aimed at ONU Femmes teams and partners; submit a consolidated final version of the program incorporating feedback and contributions from various stakeholders. Deliverables include a revised and enriched training manual, finalized training preparations, conducted training sessions, a summary report of the workshop with concrete recommendations for improving the training, and a consolidated final version of the program that includes context and justification, theory of change, strategic intervention axes, results and indicators, governance and coordination mechanisms, partnership and resource mobilization strategy, monitoring-evaluation, communication and capitalization strategy, sustainability and territorialization plan, indicative budget, and multi-year implementation plan.

Required Qualifications:
The position requires a Master's degree or equivalent in political science, social sciences, governance, or a related field. A bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of a master's degree. Any certification as a trainer/facilitator is considered an asset. Candidates should demonstrate a strong understanding of gender issues and possess excellent communication and writing skills in both English and French. Previous experience in similar roles, particularly within the context of women's political participation and gender equality, is essential.

Educational Background:
Candidates must hold a Master's degree or equivalent in political science, social sciences, governance, or a related field. A bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of a master's degree. Certification as a trainer or facilitator is an advantage.

Experience:
A minimum of 7 years of experience in political science, women's political participation, gender equality, women's rights, and legal and policy reforms is required. Proven experience in facilitating workshops and training for local councilors, parliamentarians, and/or women's organizations is essential. Experience working with governments and women's rights advocacy organizations is also necessary. Knowledge of local, national, and law" style="border-bottom: 1px dotted #007bff !important;">international law, as well as institutional relations with legislative bodies, is crucial. Candidates should demonstrate excellent analytical skills, results orientation, and the ability to work independently.

Languages:
Fluency in both English and French is mandatory for this position. Candidates must possess strong communication skills in both languages, as samples of previous work may be requested.
