Job Overview: As a Senior Provincial Officer / Provincial Coordinator, you will be responsible for the coordination, supervision, and monitoring of the implementation of field activities for a multisectoral humanitarian project in your assigned province (North Kivu/Goma, South Kivu/Bukavu, or Ituri). Your role is crucial in achieving project objectives by ensuring effective, compliant, and quality execution of interventions. This includes coordinating field teams, local partners, and stakeholders while ensuring adherence to Catholic Relief Services (CRS) standards, donor requirements, and humanitarian best practices. Your coordination, operational management, field supervision, and relationship management skills will contribute significantly to maximizing the project's impact for vulnerable populations affected by crises.
Duties and Responsibilities:
Ensure daily coordination of all project activities in the assigned province according to the detailed implementation plan and project priorities.
Supervise the execution of multisectoral activities on the ground (cash/CVA, protection, WASH, distributions, targeting, accountability, etc.).
Coordinate CRS field teams and partners to ensure harmonized, effective, and timely implementation.
Quickly identify operational, security" style="border-bottom: 1px dotted #007bff !important;">security, or programmatic challenges and propose appropriate solutions.
Monitor the progress of activities and analyze field data to guide necessary adjustments.
Prepare regular updates, field reports, context analyses, and situation notes for project coordination.
Represent CRS at the provincial level with local authorities, clusters, operational partners, and community leaders as delegated.
Ensure proper coordination between program, operations, MEAL, finance, supply chain, and security teams in the province.
Supervise the appropriate use of material and financial resources allocated to field activities. 1
Ensure compliance of activities with CRS policies, internal procedures, and donor requirements. 1
Contribute to risk management, adherence to security measures, and the well-being of field teams. 1
Support targeting activities, complaint mechanisms, feedback, and accountability to affected populations. 1
Identify capacity-building needs of partners and field teams and contribute to support plans. 1
Contribute to documenting lessons learned, best practices, and case studies from the project.
Minimum of 2 years of relevant professional experience in humanitarian project management or field coordination.
Proven experience in supervising multisectoral field activities.
Experience working with national or international NGOs.
Preferred qualifications include experience in eastern DRC provinces and a solid understanding of the local context, experience managing local partners and supporting capacity building, experience coordinating multisectoral humanitarian projects, experience on projects funded by US government, ECHO, OCHA, or other humanitarian donors, and experience in security management in volatile contexts. Experience in cash assistance (Cash/CVA) is an asset.
Educational Background: A Bachelor's degree in a relevant field such as international development, humanitarian action, food security, economics, social sciences, or another related discipline is required for this position.
Experience: The position requires a minimum of 2 years of relevant professional experience in humanitarian project management or field coordination. Candidates should have proven experience in supervising multisectoral field activities and experience working with national or international NGOs.
Languages: French is required, and proficiency in Swahili and relevant local languages for the project intervention area is preferred.
Additional Notes: The position involves up to 80% travel within the assigned province and project intervention areas. The successful candidate is expected to sign and adhere to CRS' Code of Conduct. CRS prioritizes candidates who are citizens or permanent residents of the countries where CRS offices are located. The anticipated duration of the assignment for expatriates is informed by a term limit based on the type and level of the job and the needs of the agency.
