Job Overview:
This consultancy position is situated within UNEP’s Climate Change Division, specifically in the Global Funds Mitigation and Transparency Section. The primary objective of this role is to conduct a Management Led Terminal Review (MLTR) for the Capacity Building Initiative for Transparency Fiji Project. The consultant will be responsible for overseeing the entire review process, ensuring that it adheres to UNEP and GEF guidelines. The role requires the consultant to lead the design of the review, manage data collection and analysis, and produce a comprehensive report detailing the findings and recommendations based on the review. The consultant will work closely with the Task Manager for Asia and the Pacific and the Asia Pacific Global Funds Mitigation and Transparency Section team to ensure timely delivery of outputs and maintain high standards of quality in the review process.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including but not limited to: leading the terminal review in accordance with GEF and UNEP policies, preparing the final report in English, reviewing and assessing all project elements based on UNEP evaluation office guidance, and ensuring that deliverables are prepared according to UNEP evaluation office templates. The consultant will also be responsible for conducting a desk review of relevant documentation, including project documents, progress reports, and evaluations of similar projects. Additionally, the consultant will conduct interviews with key stakeholders, including UNEP team members, project steering committee members, and representatives from governmental agencies and NGOs. The consultant may also conduct country visits if necessary to gather additional information. Performance indicators will include the timely submission of high-quality deliverables that meet UNEP standards.

Required Qualifications:
Candidates must possess a Master's degree in energy, environmental sciences, engineering, international development, or a related field. Alternatively, a first-level degree combined with two additional years of qualifying experience may be accepted. A minimum of five years of technical or evaluation experience is required, preferably with a focus on evaluating large, regional, or global programs using a Theory of Change approach. Experience in drafting project proposals and assessing project documents, including budgets and expenditure reports, is also required. Familiarity with GEF or UNEP projects is desirable, as is experience working with multilateral or bilateral funding entities in the fields of environment, climate finance, and sustainable development. A solid understanding of climate change conventions and GHG inventory and MRV processes is also beneficial.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as energy, environmental sciences, engineering, or international development. Candidates with a first-level degree and additional qualifying experience may also be considered. The educational qualifications should provide a strong foundation in environmental issues and project evaluation methodologies.

Experience:
The position requires a minimum of five years of relevant experience, particularly in technical evaluation roles. Candidates should have experience evaluating large-scale programs and familiarity with the Theory of Change approach. Experience in drafting project proposals and assessing various project documents is essential, as is experience working with GEF or UNEP projects. Candidates with a background in multilateral or bilateral funding entities in the environmental sector will be at an advantage.

Languages:
Fluency in English is mandatory for this consultancy, both oral and written. While French is one of the working languages of the United Nations Secretariat, proficiency in English is the primary requirement for this position. Candidates who are bilingual in English and French may have an advantage, but English fluency is essential for effective communication and reporting.

This consultancy is expected to last for six months on a part-time basis. The position is home-based, allowing for flexibility in work arrangements.
