Job Overview: The Monitoring and Evaluation (MEL) Officer plays a crucial role in maintaining and implementing monitoring and evaluation processes for STRIDES activities within Liberia. This position requires the MEL Officer to train program staff to ensure that performance indicators and data related to outputs, outcomes, and impacts are accurately prepared and collected in designated geographic and sectoral areas. The MEL Officer will be responsible for supporting routine data collection, ensuring data quality, conducting analysis, and facilitating reporting and data utilization to enhance evidence-based decision-making, surveillance, outbreak preparedness, and overall program performance. The role involves providing higher-level administrative support for core project operations, ensuring compliance with data collection tools and standard operating procedures (SOPs), and conducting data audits as per activity policy. The MEL Officer will collaborate closely with various stakeholders including the MEL Advisor, Ministry of Health, National Public Health Institute of Liberia, and community-level partners to strengthen monitoring systems and improve data quality.
Duties and Responsibilities: The MEL Officer's duties include supporting the implementation and operationalization of the project Monitoring, Evaluation, and Learning (MEL) framework, systems, tools, and reporting processes. Responsibilities also encompass the collection, compilation, validation, cleaning, analysis, interpretation, and reporting of project data to track progress against established indicators and targets. The MEL Officer will maintain routine monitoring systems and databases to ensure timely and accurate reporting, develop and implement data collection tools and reporting templates, and conduct routine data quality assessments and audits. Additionally, the MEL Officer will assist in documenting lessons learned and best practices, support review meetings and data use sessions, conduct site visits to monitor implementation, and ensure compliance with organizational policies and ethical data management practices. The role also involves providing technical support in the development of research tools and materials, responding to inquiries from internal and external staff, and conducting analyses to identify areas for improvement in project implementation.
Required Qualifications: Candidates must possess a Bachelor’s Degree in Monitoring and Evaluation, Statistics, Biostatistics, Epidemiology, Public Health, Health Informatics, Information Systems, Social Sciences, International Development, or a related field. A Master’s Degree in a relevant field is considered an advantage. Additionally, a minimum of 4 years of relevant professional experience in Monitoring and Evaluation, Strategic Information, health information systems, or public health programming is required. Candidates should have demonstrated experience in supporting routine monitoring, reporting, data analysis, and data quality assurance activities, as well as experience with donor-funded public health or development programs, particularly in areas such as Global Healthsecurity" style="border-bottom: 1px dotted #007bff !important;">Security, HIV/AIDS, and health systems strengthening.
Educational Background: The educational background required for this position includes a Bachelor’s Degree in a relevant field such as Monitoring and Evaluation, Statistics, Biostatistics, Epidemiology, Public Health, Health Informatics, Information Systems, Social Sciences, or International Development. A Master’s Degree in a related field is preferred and may enhance the candidate's qualifications.
Experience: The position requires a minimum of 4 years of relevant professional experience in Monitoring and Evaluation, Strategic Information, health information systems, or public health programming. Candidates should have a proven track record of supporting routine monitoring, reporting, data analysis, and data quality assurance activities, as well as experience working with government institutions, NGOs, and international development organizations.
Languages: Fluency in English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
Additional Notes: This position is expected to involve travel requirements of approximately 10% to 25%. FHI 360 offers a competitive compensation package, with an expected hiring salary range of USD 19,000 - 22,000 annually for basic salary.
