Job Overview: The Infectious Disease SurveillanceAdvisor position is a critical role within the STRIDES project, which is the United States Government’s flagship initiative for global health security. This project aims to enhance countries' capabilities in laboratory and surveillance systems to effectively prevent, detect, and respond to emerging infectious diseases and public health threats. The advisor will be responsible for providing technical assistance to strengthen epidemiological surveillance systems at both national and prioritized sub-national levels in Colombia. This role involves close collaboration with both country and headquarters teams to ensure the effective implementation of surveillance and health informatics activities, thereby supporting evidence-based decision-making in disease prevention and control.
Duties and Responsibilities: The duties of the Infectious Disease Surveillance Advisor include assisting with the daily technical and operational aspects of the STRIDES project in Colombia. This involves supporting the development, coordination, and implementation of surveillance activities as outlined in the programmatic workplan. Key responsibilities include conducting epidemiological surveillance, laboratory surveillance of zoonotic and epidemic-prone diseases, and managing outbreak investigations at both regional and national levels. The advisor will also coordinate with various stakeholders, including ministries of health and international development partners, to ensure project activities align with work plans and technical requirements. Additionally, the advisor will review and revise project reports, draft publications, and manage requests for technical assistance from the Country Office. The role requires providing technical leadership in infectious disease surveillance, developing tools for implementation, and ensuring compliance with best practices and contractual obligations. The advisor may also supervise junior staff and provide training and capacity-building interventions.
Required Qualifications: Candidates must possess a strong technical background in epidemiology, public health, or a related field, with a minimum of 8 years of relevant experience in the technical implementation of large projects. At least 5 years of international experience in epidemiological principles and methods, particularly in the design and management of surveillance systems, is required. The ideal candidate should have demonstrated experience in coordinating staff across multiple projects, as well as expertise in One Health, zoonotic diseases, and outbreak investigation in Colombia. Strong analytical skills and the ability to work in complex environments with multiple tasks and short deadlines are essential. Proficiency in relevant computer software, including MS Office, is also required.
Educational Background: A Master’s degree or its international equivalent in epidemiology, public health, human or veterinary medicine, or a related field from a recognized institution is required for this position. This educational background is crucial for understanding the complexities of infectious disease surveillance and public health management.
Experience: The position requires a minimum of 8 years of relevant experience, with a focus on the technical implementation of large-scale projects. Candidates should have substantial experience in epidemiological analysis, training, and research, particularly in the context of international health initiatives. Experience working on large USG-funded projects is highly desirable, as is a demonstrated ability to manage and coordinate staff across various projects simultaneously. Familiarity with public health issues and trends, as well as practical expertise in surveillance techniques, is essential for success in this role.
Languages: Proficiency in both English and Spanish is mandatory for this position, as effective communication with diverse stakeholders is critical. Additional language skills may be considered an asset but are not required.
Additional Notes: The position is based in Bogotá, Colombia, and may require travel of approximately 10% to 25%. The expected hiring salary range for this role is COP 160,000,000 - 200,000,000 annually, depending on the candidate's experience and qualifications.
