Job Overview:
The Senior Health Information Systems Officer will play a pivotal role in providing technical support to staff and leading the design and implementation of health information systems for the STRIDES Activity in Colombia. This position is crucial for enhancing surveillance and health data systems in collaboration with government partners. The officer will focus on digitalizing surveillance data, improving interoperability and data sharing, enhancing health data analytics and visualization, and developing geospatial mapping capabilities. The role also involves close collaboration with the project Monitoring, Evaluation, and Learning (MEL) Officer to generate health analytics that support STRIDES MEL reporting. The officer will coordinate with both country and Headquarters teams on technical aspects of surveillance and health informatics system activities, ensuring that implementations are aligned with FHI 360's strategies and standards.

Duties and Responsibilities:
The Senior Health Information Systems Officer will be responsible for providing overall technical leadership and guidance on health informatics initiatives in Colombia. Key duties include delivering technical support for the design and implementation of integrated case-based surveillance systems, consolidating data across multiple diseases, and automating data collection from existing digital systems. The officer will support the strengthening of surveillance system interoperability and data sharing, advance the digitalization of health data systems, and collaborate with government counterparts and stakeholders to optimize health informatics platforms. Additional responsibilities include developing technical briefs and reports, participating in client meetings, and providing health informatics technical support as required. The officer will also ensure that health informatics implementations are technically sound and aligned with FHI 360's standards, contributing to the development of scopes of work and performance expectations for partners and consultants.

Required Qualifications:
Candidates must possess advanced expertise in health informatics concepts and practices, with a strong understanding of infectious disease surveillance and multisectoral coordination. The role requires excellent project management capabilities, including risk mitigation and problem-solving skills. Strong communication, negotiation, and interpersonal skills are essential, along with cultural sensitivity and professionalism. Proficiency in Microsoft Office Suite and related productivity tools is required, as well as full professional proficiency in both English and Spanish.

Educational Background:
A Master’s Degree or its international equivalent in public health, epidemiology, health informatics, biostatistics, or a related field is required for this position. This educational background is essential for understanding the complexities of health information systems and their application in public health.

Experience:
Candidates should have over 6 years of relevant experience in implementing health information systems, digital health solutions, and data analytics. The role also requires experience in leading technical implementation efforts in public health programs and the ability to analyze complex data ecosystems to recommend sustainable solutions.

Full professional proficiency in English and Spanish is mandatory for this position. This bilingual requirement ensures effective communication with diverse stakeholders and enhances collaboration within the project.

Additional Notes:
The position is expected to involve travel requirements of 10% to 25%. The hiring salary range for this role is COP 130,000,000 - 170,000,000 annually, with considerations for relevant experience and education.
