Job Overview:

The Deputy Director Finance is responsible for overseeing financial and accounting management, ensuring compliance with local laws, U.S. regulations, and donor requirements, while also facilitating effective implementation of country programs. This role requires acting as the principal finance business partner to the Senior Management Team and Country Director, ensuring alignment with IRC's financial control environment and standards.

Duties and Responsibilities:
The Deputy Director Finance will undertake a variety of responsibilities, including:
  • Strategic Planning & Analysis: Providing financial information to support business decisions aligned with IRC strategies, conducting strategic analysis of the country program's financial health, and contributing to the development of the Country Program's Strategic Annual Plan.
  • Controllership: Ensuring compliance with IRC and donor policies, establishing in-country finance procedures, monitoring financial activities, managing finance department schedules, preparing donor financial reports, and facilitating audits.
  • Training & Staff Management: Establishing a finance department roles matrix, conducting performance reviews, developing training programs for finance staff, and providing technical support to non-finance staff.
  • Treasury Management: Supervising bank relations, reviewing bank account activities, maintaining accurate cash forecasts, and minimizing foreign exchange exposure.
  • Budget and Forecast: Overseeing grant proposal budgets, maintaining the annual operating budget, and facilitating budget reviews with program managers.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Accounting, Business Administration, Commerce, or Finance, with a recognized professional accounting certificate (such as CPA) or a Master’s degree in Accounting preferred. Extensive senior-level experience in finance, with a minimum of five years in managerial roles, is essential. Experience in leading large, complex multi-donor funded programs, familiarity with USG, European, DFID, and UN funding streams, and expertise in computerized accounting systems are also required. Strong interpersonal communication skills, cultural awareness, and the ability to work effectively in diverse environments are crucial.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as Accounting, Business Administration, Commerce, or Finance. A recognized professional accounting certification, such as CPA, or a Master’s degree in Accounting is preferred, indicating a higher level of expertise and knowledge in financial management.

Experience:
Candidates should have extensive, senior-level experience in finance, with at least five years of managerial experience. Experience in the financial sector, particularly in managing large, complex multi-donor funded programs and grants, is highly advantageous. Familiarity with budget development, oversight, and foreign currency management is also important.

Languages:
Proficiency in English is mandatory, with excellent written and verbal communication skills required. Additional language skills in French are preferred, enhancing the ability to communicate effectively in a bilingual environment. The ability to travel through the Schengen Area is also highly preferred, indicating a need for flexibility in travel for the role.

Additional Notes:
This position is based in Haiti and involves dual reporting to the Country Director and Regional Controller.
