Job Overview: The Programme Analyst, RH plays a crucial role in supporting the implementation of reproductive and maternal health programs within the UNFPA in Afghanistan. This position is embedded within the Maternal Reproductive Health (MRH) Unit and focuses on driving Basic Human Needs (BHN) interventions. The incumbent is responsible for providing technical and programmatic support to enhance the delivery of quality, life-saving reproductive, maternal, and newborn health services, particularly in complex humanitarian contexts. The role aims to expand equitable access to essential reproductive health services and ensure continuity of care for women, adolescents, and vulnerable populations. The Programme Analyst will report directly to the Programme Specialist, RH/FP, and will be instrumental in managing UNFPA activities related to reproductive health, including overseeing project formulation, evaluation, and national development frameworks.
Duties and Responsibilities: The Programme Analyst, RH will be responsible for a variety of tasks, including:
Supporting the design, implementation, and monitoring of reproductive health interventions under the BHN framework.
Providing technical input on maternal, newborn, and reproductive health service delivery.
Supporting the expansion and quality improvement of Basic Emergency Obstetric and Newborn Care (BEmONC) services.
Promoting adherence to national and international standards, guidelines, and protocols.
Contributing to the integration of reproductive health services within primary health care and community-based platforms.
Providing technical assistance to national and subnational stakeholders on reproductive health programming.
Contributing to the development and revision of policies, clinical guidelines, and training materials related to maternal and reproductive health.
Participating in technical working groups and coordination forums related to reproductive health and BHN.
Introducing relevant global best practices and lessons learned into program implementation. 1
Supporting capacity-building initiatives for implementing partners. 1
Developing and monitoring implementation of annual work plans and budgets for RH/BHN activities. 1
Ensuring results-based monitoring, timely reporting, and quality assurance of interventions. 1
Tracking key performance indicators and identifying implementation challenges. 1
Documenting lessons learned and best practices. 1
Ensuring compliance with UNFPA procedures and donor requirements. 1
Conducting regular meetings with Implementing Partners and relevant stakeholders as part of the RH workplans management. 1
Supporting coordination with relevant counterparts, UN agencies, NGOs, and civil society partners. 1
Contributing to the preparation of concept notes, proposals, donor reports, and technical briefs. 1
Supporting advocacy efforts to prioritize reproductive and maternal health within BHN programming. 2
Promoting collaboration and information-sharing among stakeholders. 2
Performing any other duties as may be assigned by the supervisor or designated authority.
Required Qualifications: The position requires an advanced university degree in Public Health, Medicine, Midwifery, or a related health or social science field. Candidates must possess at least 2 years of professional experience in reproductive and/or maternal health programming. Experience in humanitarian or fragile settings is desirable, as is experience in program management and stakeholder coordination. Practical experience in monitoring and evaluation of health programs is also desirable. Candidates should have experience working with national counterparts, NGOs, and development or humanitarian partners. Prior experience in the UN system is considered an asset.

Languages: Fluency in English and a local language, either Dari or Pashto, is required for this position. A working knowledge of other UN languages would be considered an asset, as it may facilitate communication and collaboration with diverse stakeholders in the region.
