Job Overview:
The Resource Mobilization and Donor Relations Officer position is critical for supporting UNEP's efforts in effective resource mobilization, which is essential for delivering on its Medium-Term Strategy and Programme of Work and Budget. The incumbent will play a key role in knowledge management, communication, coordination, and outreach related to UNEP’s funding and partnerships. This position is located in UNEP's Corporate Services Division, specifically within the Resource Mobilization & Donor Relations (RMDR) Unit. The officer will report directly to the Head of the RMDR Unit and will work closely with various divisions within UNEP, including the Executive Office and the Communications Division. The role requires a proactive approach to enhance organizational coherence, improve partner engagement, and ensure transparency regarding funding needs and opportunities. The officer will be responsible for developing and maintaining a UNEP Resource Mobilization Knowledge Hub, facilitating knowledge-sharing across divisions, and supporting capacity-building initiatives. Additionally, the officer will coordinate global and regional funding dialogues, manage communications and outreach efforts, and ensure alignment with UNEP’s corporate branding and messaging.

Duties and Responsibilities:
  • Knowledge Management for Resource Mobilization: Develop and maintain a UNEP Resource Mobilization Knowledge Hub, collect and organize information on UNEP’s funding landscape, and support capacity-building initiatives.
  • Coordination of Global and Regional Funding Dialogue: Plan and implement global funding dialogues with Member States and partners, prepare concept notes and follow-up documentation, and coordinate outreach campaigns during high-level events.
  • Provision of Content and Support to UNEP’s Corporate Branding: Support strategic messaging on funding priorities, contribute to communication products, and ensure alignment with corporate branding guidelines.
  • Coordination and Messaging for Formal Campaigns: Draft high-quality written materials related to UNEP’s funding, manage campaigns for formal communication, and prepare inputs for briefings and talking points.
  • Coordination of Collaboration with the Executive Office: Serve as the focal point for liaison with the Executive Office, coordinate the preparation of strategic input for senior-level engagement with funding partners.
  • Supervisory Responsibilities: Provide guidance and quality assurance to junior staff members.
  • Other Duties: Contribute to data collection and analysis, identify trends, and perform additional tasks to support effective programme delivery and resource mobilization operations.

Required Qualifications:
Candidates must possess a strong understanding of theories and concepts relevant to programme/project development, international relations, and communication. They should have the ability to draft and edit high-quality written materials and synthesize complex financial and policy information into clear messages. Strong analytical and organizational skills are essential, along with the ability to assist with data collection and conduct independent research. Candidates should demonstrate professionalism, effective communication skills, and the ability to manage conflicting priorities while incorporating gender perspectives in their work.

Educational Background:
An advanced university degree (Master’s or Doctorate) in international relations, communications, or a related field is required. Alternatively, a first-level degree (bachelor’s degree) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of two years of experience in programme management, resource mobilization, partnerships, knowledge management, or communications is required. Candidates should have experience in knowledge sharing and applying knowledge management concepts related to resource mobilization. Proven experience in strategic communication and engagement with funding partners is essential, along with experience in drafting content for diverse audiences. Experience in coordinating outreach campaigns and stakeholder engagement is desirable, as is one year or more of experience in data analytics or a related area.

Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. French is also a working language, but there are no specific desirable languages for this job opening. Candidates must demonstrate proficiency in English at UN Level II for reading, writing, listening, and speaking.

The appointment for this position is for a period of one year and may be subject to extension based on the continued existence of the mandate and availability of funding. The position is classified as a fixed-term appointment limited, and renewal is contingent upon these factors.
