Job Overview:
The Programme Management Officer position is a fixed-term role within the Budget, Finance and Operational Support Section (BFOSS) of the Corporate Management Division (CMD) at UN-Habitat in Nairobi. The primary focus of this role is on programme management and project implementation, ensuring the correct interpretation of policies, procedures, and financial regulations. The incumbent will provide program and project management services, monitor project budgets, and prioritize financial matters in alignment with UN-Habitat's objectives. The role involves collaboration with project managers, implementing partners, and local authorities to facilitate effective programme delivery and compliance with donor agreements. The officer will also be responsible for developing and maintaining project monitoring systems, overseeing logistical arrangements, and ensuring timely submission of reports by implementing partners.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Officer include facilitating the development and implementation of assigned programmes/projects, reviewing documentation, identifying challenges, and recommending corrective actions. The officer will support the management of financial resources through planning, budget monitoring, and resource tracking. They will contribute to the development of monitoring tools, assist in logistical arrangements for programme activities, and ensure timely submission of reports by partners. The officer will conduct operational checks on programme activities, provide administrative support, and assist in the review of programme/project submissions. Additionally, they will facilitate meetings and workshops, strengthen administrative support systems, and participate in field missions for monitoring and reporting purposes. The officer will also develop context-specific monitoring tools and maintain asset registers for field offices.

Required Qualifications:
Candidates must possess an advanced university degree (Masters' degree or equivalent) in Business Administration, Project Management, Public Administration, Economics, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should demonstrate knowledge of theories and concepts relevant to programme management and possess good technical skills in financial management.

Educational Background:
The educational background required for this position includes an advanced university degree (Masters' degree or equivalent) in relevant fields such as Business Administration, Project Management, Public Administration, or Economics. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. Completion of programs in data analytics or related fields is also desirable.

Experience:
A minimum of two years of progressively responsible experience in project/programme management and administration at the local or national level is required. Experience with non-governmental organizations or the UN system is essential. Candidates should have experience in developing monitoring tools for project implementation and familiarity with Enterprise Resource Planning (ERP) systems, such as Umoja/SAP. Experience in international development and project funds management is desirable, along with at least one year of experience in data analytics or related areas.

Languages:
The mandatory languages for this position are English and Kiswahili, both of which are required at UN Level II proficiency. English is the working language of the United Nations Secretariat, and candidates must demonstrate proficiency in reading, writing, listening, and speaking in both languages.

Additional Notes:
This is a fixed-term limited position with an initial appointment period of one year, subject to extension based on funding availability. The position is open to nationals of Kenya only, and candidates must be recruited within the country or commuting distance of the office. If no suitable local candidates are identified, Kenyan nationals residing elsewhere may be considered.
