Job Overview: The Head of Policy & Technical Services will play a crucial role in leading the Policy & Technical Advisory Services (PTS) Department within the African Risk Capacity (ARC) Agency Secretariat. This position involves overseeing the development and implementation of comprehensive fundraising strategies, managing partnerships with regional and international bodies, and ensuring that the ARC has the necessary resources to fulfill its mandate. The successful candidate will be responsible for engaging with ARC Member States, regional organizations, donors, and partners to advocate for the work of the ARC and to provide expert advice on disaster risk management and financing. The role requires a strategic thinker who can lead a team of professionals to optimize partnerships and enhance the impact of ARC's initiatives.
Duties and Responsibilities: The Head of Policy & Technical Services will be responsible for leading the design and implementation of strategies and work plans for the department. This includes spearheading efforts to create an enabling environment for Disaster Risk Management and Financing, overseeing the development of a comprehensive fundraising strategy, and managing a portfolio of partnerships with key stakeholders such as the African Development Bank, IFAD, and the World Bank. The role also involves representing ARC at international meetings, providing strategic guidance on policy issues, and ensuring the dissemination of knowledge and best practices in disaster risk management. Additionally, the Head will oversee the production of technical publications, manage training programs, and implement lessons learned from evaluations to continuously improve ARC's operations.
Required Qualifications: Candidates must possess an advanced university degree in a relevant field such as Economics, Political Science, or International Development. They should have at least ten years of progressively responsible professional experience in a related area, with a strong background in public affairs strategy and advisory roles at high levels of government. Demonstrated managerial competence and experience in leading multicultural teams are essential. Candidates should also have a firm understanding of the Agency’s mandate and experience in weather risk management and insurance in developing countries.
Educational Background: An advanced university degree from an accredited institution in a technical relevant area such as Economics, management sciences, political science, international development, or any other related field is required for this position. This educational background will provide the necessary foundation for understanding the complexities of disaster risk management and financing.
Experience: The position requires a minimum of ten years of progressively responsible professional experience in a multi-cultural organization or national organization providing support on a global scope. Candidates should have demonstrated managerial experience and a proven track record in public affairs strategy and advisory roles, particularly in economic development and agricultural or insurance development in Africa. Experience in leading large and multicultural teams is also essential.
Languages: Excellent written and verbal communication skills in both English and French are mandatory for this position. Knowledge of another African Union working language is considered an added advantage, as it will enhance communication and collaboration with diverse stakeholders across the continent.
Additional Notes: This position is a Regular Consultant role with a contract duration of 6 months. The position is based in Abidjan, Cote d'Ivoire, but remote work options are available.
