Job Overview:
The Health Information System Officer will lead the implementation of technical work related to health information systems (HIS) as part of the STRIDES project (Strengthening Infectious Disease Detection Systems) in Côte d'Ivoire. This role involves enhancing health surveillance and data systems in close collaboration with national and subnational stakeholders in global health security" style="border-bottom: 1px dotted #007bff !important;">security. Key responsibilities include digitizing surveillance data, improving interoperability and data sharing across sectors, enhancing health data analysis and visualization, geospatial mapping, and improving alert generation. The officer will work closely with the Monitoring, Evaluation, and Learning (MEL) lead of the project to generate health analyses that support STRIDES' MEL reporting. Additionally, the officer will collaborate with colleagues in Côte d'Ivoire and globally to support project planning, reporting, and implementation, ensuring that HIS activities are executed and reported in accordance with work plans, reporting requirements, and best practices in the sector.

Duties and Responsibilities:
The Health Information System Officer will provide general technical guidance and support to project staff in the area of health information systems, ensuring alignment with STRIDES' expected outcomes. Responsibilities include supporting technical aspects of STRIDES activities in Côte d'Ivoire related to health information systems, including capacity building for staff and partners. The officer will monitor and maintain protocols, instruments, datasets, manuals, training materials, and reports related to the project's health information systems. Collaboration with STRIDES teams in Côte d'Ivoire and the United States is essential to ensure that project implementation remains technically sound and adheres to internal strategies and standard operating procedures. The officer will work closely with government counterparts to design and implement health information platforms, support data coupling and integration of digital solutions, and develop technical notes, reports, or other documents necessary for research, best practices, policies, and procedures. The officer will conduct project implementation analyses to identify areas for improvement and propose appropriate technical strategies and guidelines. Mentorship and team-building at the task level will also be part of the role, along with networking with key internal and external staff of STRIDES and liaising with the MEL team to evaluate HIS activities against project indicators. The officer will provide technical support for the development and dissemination of tools, documents, reports, articles, and interventions for research projects, and may contribute to the technical section of project plans related to HIS within given resources and financial constraints. The officer will assist in implementing components of health information systems as outlined in the project plan, develop and oversee technical work plans and budgets, participate in client meetings, and prepare reports and presentations as needed. Additional tasks may be assigned as necessary.

Required Qualifications:
Candidates must possess a deep understanding of health information systems concepts, practices, and procedures, particularly as they relate to Côte d'Ivoire. Familiarity with health information systems in the country is essential, along with the ability to develop scopes of work and deliverables for partners and consultants. A thorough knowledge of quality standards is required, as well as proficiency in database management software and online research tools. Candidates should demonstrate cultural sensitivity and an understanding of political, contextual, and ethical issues in the assigned areas. Strong communication skills, professionalism, and the ability to engage positively with clients and staff are crucial. Candidates must be fluent in reading, writing, and speaking English, and possess excellent organizational and analytical skills, proven project management capabilities, and the ability to influence and collaborate effectively with others. Proficiency in Microsoft Office Suite is required, along with the ability to analyze and interpret data, identify errors, and prepare reports. Problem-solving skills and the ability to implement corrective measures when necessary are also important, as is the capacity to work on moderately to highly complex issues that require consideration of various factors.

Educational Background:
A bachelor's degree or equivalent international qualification in health information technology, health informatics, or other related fields is required for this position. A project management certification is preferred, indicating a formal understanding of project management principles and practices.

Experience:
The position requires a minimum of four years of relevant experience in managing data collection and providing technical assistance. Proven experience in leading health information system activities in Côte d'Ivoire, including collaboration with relevant partners and ministries, is essential. Candidates should have extensive experience demonstrating sensitivity and understanding of best practices in health information systems. Previous work experience in a non-governmental organization (NGO), government agency, or private organization is preferred, along with experience in developing or managing international or national programs (U.S. experience is a plus).

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak clearly. Additional language skills may be beneficial but are not specified as mandatory.

Additional Notes:
The expected hiring salary range for this role is XOF 15,000,000 - 25,000,000 for annual basic salary for national local hire. When determining an offer amount, FHI 360 considers multiple factors, including relevant years of experience and education, internal equity, market pay, and budget constraints.
