Job Overview:
The National Health Information Management Consultant will play a crucial role in supporting the WHO Country Office in Ukraine by enhancing health information management and epidemiological surveillance analytics. This position involves the preparation of various health information products, including epidemiological updates, dashboards, and maps, which are essential for monitoring infectious disease trends and supporting decision-making processes. The consultant will work closely with the Health Information Management (HIM) Unit to ensure the clarity and consistency of analytical outputs, contribute to event-based surveillance reporting, and assist in training and knowledge dissemination. The role requires proficiency in analytical tools and a strong understanding of public health data visualization techniques, as well as the ability to communicate complex data effectively to diverse stakeholders.

Duties and Responsibilities:
  • Prepare monthly epidemiological updates on infectious diseases by analyzing data from various sources, including state statistical forms and outbreak information.
  • Compile weekly health information updates by verifying inputs from technical teams and summarizing developments into concise reports.
  • Create monthly emergency updates for submission to WHO by consolidating validated inputs and key epidemiological indicators.
  • Produce weekly overviews of event-based surveillance activities, including risk interpretation and documentation of actions taken.
  • Compile event notification reports based on verified signals from open sources and maintain a signal tracker.
  • Maintain and update Power BI dashboards and GIS-based maps for core HIM workstreams.
  • Provide support for training sessions related to Pandemic Influenza Preparedness, including practical orientation on reporting quality.
  • Translate public health profiles from Ukrainian to English, ensuring consistency in terminology and definitions.
  • Update weekly bulletins with key epidemiological trends and analytical messages. 1
  • Offer capacity-building support to UPHC staff on preparing epidemiological updates. 1
  • Perform other HIM Unit tasks as needed to adapt to emerging priorities and ensure timely delivery of health information products.

Required Qualifications:
Essential qualifications include a university degree in epidemiology, public health, or a relevant field from an accredited institution. Desirable qualifications include a Master's degree in data science, mathematics, statistics, public health, or a related field. Candidates must demonstrate a strong understanding of epidemiological surveillance, health information systems, and public health data management. They should possess excellent drafting, synthesis, and visualization skills, with the ability to communicate complex data effectively. Familiarity with analytical tools such as Excel, R, Microsoft Power BI, and GIS software is essential. Knowledge of the Ukrainian health system and the challenges posed by the current conflict is desirable.

Educational Background:
Candidates must hold a university degree in epidemiology, public health, or a related field from an accredited institution. A Master's degree in data science, mathematics, statistics, or a related field is preferred but not mandatory.

Experience:
Candidates should have at least 2 years of experience working at national and/or international levels in areas such as surveillance, epidemiology, public health data management, and emergency health information. Proven experience in preparing epidemiological updates, dashboards, and health information products is essential. Relevant experience with WHO or another United Nations agency is desirable, as is previous work in crisis or conflict-affected settings, particularly in Ukraine or similar environments.

Languages:
Fluency in Ukrainian is essential, along with excellent knowledge of English (reading, writing, and speaking). Candidates should be able to communicate effectively in both languages, especially in the context of public health data and reports.

The contract duration is 6 months, starting from July 1, 2026, to December 31, 202
  • The consultant will be expected to work on-site at the WHO Office in Kyiv, Ukraine, and may need to travel to oblasts for operational needs. The total contract value is USD 16,200, with a monthly rate of USD 2,700 and a daily rate of USD 13
