Job Overview: The Monitoring and EvaluationAnalyst position at UNFPA is crucial for the effective implementation of the organization's programs in Afghanistan. Duties and Responsibilities: The duties and responsibilities of the Monitoring and Evaluation Analyst include:
Programme Planning: Provide technical inputs for developing theories of change for programs and projects, considering past, present, and future contexts. Facilitate the development of quality monitoring and evaluation frameworks, including costed plans for the country program. Contribute to the formulation of the United Nations Framework, including common country analysis and joint work plans. Support the development of annual and multi-year results plans and field monitoring plans. Promote the use of evaluation results for evidence-based planning and programming.
Programme Monitoring and Evaluation: Develop a comprehensive monitoring plan to systematically monitor the country program document. Design a robust monitoring and evaluation system based on health management information systems. Create and contextualize standard data collection tools for M&E activities. Monitor and track results against targets and support annual and midterm reviews of projects. Facilitate field monitoring and coordinate with program teams to promote the use of monitoring recommendations.
Results Reporting: Collect and analyze qualitative and quantitative data, compiling reports to inform decision-making. Develop quality results reports for internal and external audiences, ensuring effective communication of results. Support the dissemination of results reports related to the implementation of UNFPA's strategic plan and regional programs.
Additional Duties: Perform any other duties as assigned by the supervisor or designated authority, contributing to the overall success of the M&E unit and UNFPA's mission in Afghanistan.
Required Qualifications: Candidates must possess an advanced university degree in development studies, sociology, or other related social science fields. Prior professional experience in planning, designing, and managing humanitarian programs is essential, along with substantive experience in program development and implementation, particularly in establishing monitoring and evaluation frameworks in both development and humanitarian settings. A good understanding of sexual and reproductive health (SRH) and gender-based violence (GBV) issues is required, along with experience in data collection, management, and analysis. Candidates should demonstrate strong organizational skills, the ability to work independently and collaboratively with multiple stakeholders, and proficiency in current office software applications. Familiarity with UN policies and principles is an advantage.
