Job Overview:
The National Consultant position at UN Women Philippines is focused on providing coordination support for the TransformCare Investment Initiative Asia-Pacific (TCII-AP). This initiative aims to transform care systems and service delivery models to promote women's economic empowerment and create inclusive and caring societies. The consultant will be responsible for ensuring the effective integration of care-related activities across relevant programs throughout the year, aligning with the 2026 Annual Work Plan (AWP). The consultant will work closely with decision-makers, policymakers, and implementers to develop and implement gender-responsive policies and programs that create an enabling environment for transforming care systems. The role involves producing a practical Caring Cities implementation roadmap for Quezon City, integrating care priorities into existing programs, and identifying financing modalities to support care investments in the Philippines. The consultant will also coordinate TCII-related activities, serve as a liaison between UN Women and Quezon City, and localize training content on care systems and delivery models.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including coordinating TCII-related activities in the Philippines in line with the 2026 workplan, serving as a liaison between UN Women Philippines and Quezon City to implement the Caring City approach, localizing training content on care systems and care delivery models, and co-organizing a technical assistance workshop on caring cities planned for October 202
  • Specific deliverables include conducting discussions to secure recommendations on pilot ideas and implementing partners, organizing the launch of Quezon City as a Caring City, developing communication and visibility materials, and producing a post-event report. The consultant will also work on a technical assistance workshop concept note, localized workshop materials, and facilitate sessions to ensure practical application of the TransformCare TA Toolbox. Additionally, the consultant will provide end-of-workplan assets, tools, and guidance, including a policy brief summarizing key discussions and proposed recommendations for next steps in Quezon City.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Gender and Development, Public Administration, Sociology, law" style="border-bottom: 1px dotted #007bff !important;">International Law, Business Management, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is considered an added advantage. Candidates should have a strong understanding of gender equality and development issues, particularly in the context of the Philippines, and knowledge of the UN system and international frameworks related to gender equality and the Sustainable Development Goals is desirable.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as Gender and Development, Public Administration, Sociology, International Law, Business Management, or related disciplines. Alternatively, a first-level university degree along with two additional years of relevant experience may be accepted. A project/programme management certification is a plus, indicating a formal recognition of the candidate's skills in managing projects effectively.

Experience:
A minimum of two years of professional experience in business, enterprise development, and operations is required for this position. Candidates should have a strong understanding of gender equality and development issues, particularly within the Philippine context. Experience in drafting and producing research papers and reports, project development, results-based reporting, and facilitating key informant interviews and consultations/workshops is essential. Candidates should demonstrate excellent analytical skills, a strong drive for results, and the ability to work independently.

Languages:
Fluency in English and Filipino is required for this position. Knowledge of any other UN official language is considered an asset, enhancing the candidate's ability to communicate in a diverse and multicultural environment.

Additional Notes:
This consultancy is home-based, with the consultant required to report to the UN Women Philippines office as needed. There may be missions related to the scope of work, which will be arranged by UN Women in accordance with their travel policy.
